Mr. Speaker, Sir, I will conclude. It, therefore, does not make sense for people to argue that those leaders who have been elected in the counties cannot--- The statement that you made makes it very clear that we have a responsibility and a mandate. We have a stake in the county in the same way that the county governments have. It is important that we have that board so that we can all share in the planning and development of our counties. We are not interested in running county governments.

Mr. Speaker, Sir, I also support this Motion, which I believe is long overdue. We should have dealt with the governors from day one when they said that they did not want to honour the summons. Mr. Speaker, Sir, I just want to point out two things. Under Article 225 and Section 96 of the Public Finance Management Act, it is very clear that if there is material or persistent breach of financial regulations, the Cabinet Secretary has powers. On a point of order, Mr. Speaker, Sir. Watching the Kenya National Union of Teachers (KNUT) Secretary General last night on television speaking in Mombasa, he said that out of the 10,000 new teachers the number that was lost due to attrition last year was 5,500. He said that the balance is only what represents additional teachers. That is what he said yesterday on television.

Madam Temporary Speaker, you heard the hon. Senator use the word “mischievous”. I rose on a point of order and simply pointed out that there is no referendum that has been approved or endorsed by IEBC. Is it in order for him to accuse me of being mischievous? That word must be withdrawn and he must apologize.

Mr. Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 5- Conditional allocation to Level 5 hospitals. 5A The conditional allocation to each Level 5 Hospital for the financial year 2014/2015 shall be as set out in Column B of the Third Schedule.

Mr. Chairman, Sir, if Members look at Column B of the Third Schedule, which is on the Order Paper, you will find the conditional grants for each of the Level 5 hospitals. They are 11 of them. The allocation for the Financial Year 2013/2014 is there and the proposed allocation for the Financial Year 2014/2015 is also there. I want to mention the criteria used for determining that allocation is from the Ministry of Health which looks at a number of resource allocation criteria that has been used for the past 40 to 50 years by the Ministry in allocating ...
