  • 2 Oct 2014 in Senate: We cannot carry out oversight, we cannot carry out impeachments, we cannot legislate – like what we did on the County Development Boards – you cannot even summon. For Heaven’s sake, the fundamental mandates and responsibilities of this House have been brought into question by the courts and the fact that we have no work to do. This House has no work; we cannot just come to this House and discuss some funny Motions when, in fact, we have the actual mandates of carrying out oversight. If you go to Isiolo or Makueni now and make some decision, some fellow ... view
  • 2 Oct 2014 in Senate: Mr. Temporary Speaker, Sir, I think we have a fundamental problem and I think we need to adjourn to discuss and find a solution. In fact, we urgently need a meeting so that we can ponder on these issues and find a solution. We are going to go into the history of this country with a bad name; history will judge us harshly that there were Senators – Sen. Orengo, Sen. Billow and others – who were Senators and the Senate died. I respect the Council of Governors (CoGs) and I have to say this, in the one year that ... view
  • 2 Oct 2014 in Senate: Mr. Temporary Speaker, Sir, where are we going if the Executive and the Judiciary are openly undermining this institution and we sit here? What are you going to supervise in devolution? Today, there was a court ruling that ordered an assembly not to discuss or debate a mandate of that assembly. So, I think we have a serious problem and I think it is important that we adjourn. view
  • 2 Oct 2014 in Senate: Mr. Temporary Speaker, Sir, last month before we adjourned, you remember the courts gave orders even on the budget before even the budgets could be passed by the Controller of Budget! So, we have more fundamental problems and we need to adjourn to discuss those issues. We have problems, not just in devolution at the county level, but even this institution itself has a problem. So, Mr. Temporary Speaker, Sir, with those few remarks, I beg to support. We need to adjourn quickly and find the solution to this matter. view
  • 30 Sep 2014 in Senate: Mr. Temporary Speaker, Sir, with a lot of respect to the Chair, probably I have not read your statement clearly. If one Member used unparliamentary language and referred to another Member as a fool, the Standing Orders provide that the Member must withdraw and apologise. It is not adequate for a Member to just respond when he or she has been referred to as a fool. There should be no debate. A Member should not start explaining that he or she is not a fool. What is provided for is for the person to withdraw that statement. The electronic version ... view
  • 2 Sep 2014 in Senate: Mr. Speaker, Sir, I rise to second this Motion. I think it was an oversight on our part that we did not put a shorter period for the effective date of the Bill, given that the Bill had delayed beyond the required date. I think therefore, Members of the National Assembly--- view
  • 2 Sep 2014 in Senate: Mr. Speaker, Sir, what I mean is that on the face of the Bill, we could have, as the Senate which originated the Bill, indicated an effective date of a shorter period than the 14 days in the Constitution, especially given the fact that we delayed the whole exercise of guiding the Bill beyond the required timelines. Nonetheless, I want to agree with you that it was a good intention on the part of the National Assembly to try and reduce the time so that the money would be available immediately the Bill was signed. It is therefore important and ... view
  • 2 Sep 2014 in Senate: Mr. Speaker, Sir, I want to state very clearly for the avoidance of doubt that the Senate Minority Leader did, in fact, contact me as late as last night to request that I should not support the removal of the limit. He also anticipated – I want to make it very clear – and was of the view that this amount--- view
  • 2 Sep 2014 in Senate: Mr. Speaker, Sir, the English say that: “The guilty are conscious.” Nonetheless, I want to thank the National Assembly for concurring with this House on that particular amendment because that amendment serves this country. As the stewards of devolution in this country, it is important that this House appreciates the significance of the ceilings. This is not on county assemblies. There is another misconception that quite a number of us have. The ceiling that has been included in this Bill is the budgeted ceilings on the recurrent expenditure of each county government; it is both levels of government, the Assembly ... view
  • 7 Aug 2014 in Senate: On a point of order, Mr. Speaker, Sir. I want to thank you for giving that communication. For a long time, this House has been taken for granted because of the fact that as Senators, we have always held ourselves in dignity and decided not to react to every statement or speech made in this regard to safeguard the dignity and respect of this House. I want to thank you because the points you have given, particularly the reasons behind that law are very noble indeed. As we speak, many Kenyans, as a matter of fact are quite appreciative because ... view
