Mr. Deputy Speaker, Sir, the Assistant Minister has really evaded the question. I am really sorry that he has not answered my question at all. What I really wanted to know is:- Where are these Kenyans who are supposed to have joined these TTCs? There are some areas in this country where standards of education are still very low like Narok. Madam Temporary Deputy Speaker, I beg to move-: THAT, considering that the country relies on rain-fed agriculture for food production; aware that rainfall is inadequate and unreliable; appreciating the need to ensure that all households can reliably and affordably access basic food items; aware that government has put in place measures to develop and revitalize various irrigation projects which had collapsed; this House resolves that the Ministry of Agriculture in collaboration with the Ministry of Water and Irrigation move to set up small holder irrigation schemes of at least 2,000 acres in all constituencies where applicable as to facilitate food ...

Mr. Speaker, Sir, I rise to seek Ministerial Statements from two Ministries. The first one is from the Minister of State for Defence with regard to the recent incursion into Kenya of the Nyangâatom Tribe of Ethiopia. In his statement, the Minister should clarify the following:- (a) How many people, both civilians and security officers, were killed or maimed in the raid in Turkana North? (b) How many head of cattle were lost during the invasion? (c) What measures has the Government put in place to ensure that our borders are secure?

Mr. Speaker, Sir, while I sympathise with this Ministry which receives the least budgetary allocation, the Government does not recognise the importance of cultural values in this country. Marakwet traditions are disappearing very fast. What action will the Ministry take immediately to help us preserve whatever is remaining of the Marakwet culture?

asked the Minister for Lands:- (a) what steps were being taken to address the plight of the people of Koibarak Location, Kosubwa, Sangurur and Tuiyobei Sub-locations, who have not been issued with title deeds after conclusion of work 20 years ago; and, (b) whether he could state the reasons for the delay, and indicate when the title deeds will be issued.

I wish to thank the Assistant Minister for this answer. It is the first time the Assistant Minister has come out to give some positive response. I wish to ask him the date, or the month, when they are coming to give out the title deeds for Koibarak Location in Marakwet District.
