  • 7 Dec 2017 in Senate: Mr. Deputy Speaker, Sir, I will help the Senator to get the information. She needs to meet with me so that can I give her the document. The money has already been released to the executive but he does not want to release the money to the County Assembly. That is why last time in that Statement, I requested that if the worst come to worst, we have power to summon the Governor of Machakos County to appear before the Ad Hoc Committee and show cause why. view
  • 30 Nov 2017 in Senate: Thank you, Mr. Speaker, Sir for giving me this opportunity to seek a statement on the delay in the release of the funds to county assemblies, but in particular, Machakos County Assembly. I am moving pursuant to Standing Orders No. 46 (2) (b). We need a response as soon as possible, possibly by Tuesday. view

This Constitution is silent on what happens when the national Government delays to disburse money to counties like it is happening here. We need to put a stop gap to any attempts by future governments, especially those who will dilly-dally in releasing the funds on time. In future, we need to have a provision on punitive clauses like it is known in common law, so that, that money which is delayed ... view
  • 7 Nov 2017 in Senate: Madam Temporary Speaker, with due respect to my learned colleague here, I think the Senate Majority Leader is twisting the question. To the best of view
