I am sorry if I have offended my brother Sen. Poghisio. I withdraw and apologise to that extent but not what I said about the governors. Let me say two things then I will sit down. I am a Member of the Committee on Finance and Budget and I think the Ward Development Fund has sent shivers down the spine of the governors because according to them, if funds are released to wards, MCAs will duplicate the duties but that is not the point. The point is that the essence of devolution, like everyone has said here, is that resources ...

Mr. Deputy Speaker, Sir, I take this opportunity to welcome Carmel Girls Secondary School, Machakos County, where I am the Senator. Yesterday, I welcomed another school from Matungulu Sub-County. I understand that Carmel Girls is located in Mwala Sub-County where I was born. I appreciate the role of one of the pioneer priests, Fr. Kalei from Kerala, India. He was the brainchild behind the establishment of the chain of schools. I love this school because it has kept their flag high in performance. As we always say, these students and others are the future leaders. So, let their visit here ...

Mr. Speaker, Sir, I am sorry for coming in late after you had recognised one of the schools from my county, Machakos. I take this opportunity, as the Senator for Machakos County, to welcome one of the schools from my county known as Sengani Girls Secondary School. For those who do not know, it is situated in the sub- county of Matungulu, Machakos County. Their visit to the Senate today is a learning experience of how one of the three arms of Government – the Legislature – functions. When they go back to school, they can read about our roles ...

Mr. Deputy Speaker, Sir, I take this opportunity to send my condolences to the people of Nakuru County. I also congratulate the Senator for Nakuru County, Sen. Kihika, for the work that she has been doing. God bless her. I have seen the former Member of Parliament for Subukia, hon. Koigi wa Wamwere say that he has given a lot of warnings about similar dams which are about to burst. I hope that the relevant bodies will take that seriously. Disasters of this magnitude in law are not different. I saw the owner of the dam say that it was ...

Thank you, Mr. Speaker, Sir. I take this cue to congratulate my friend, the Senator for Murang’a, for this important Petition. However, I would like him to take into cognizance a very important aspect in terms of the dumping of waste. We need to know that the dumping is not only done in Murang’a County but also in other areas like Athi River which empties its waters into the Indian Ocean. It is important to know that all the industrial effluent from Nairobi, Murang’a, and Kiambu counties empties its heavy pollutant metals into Athi River. That is the water which ...

Thank you Mr. Speaker, Sir. I would also like to join my colleagues in thanking your office and the leadership for considering people like me, who are from a small political party. I was scared, but I think I have gotten justice. I am very lucky to be in three Committees. However, I need to caution that as important as these Committees are, they are not composed of experts. With that regard, it is always important that these Committees work in coordination. If you think that you can fetch certain wisdom from Committee A or B, so be it. We ...

Mr. Deputy Speaker, Sir, this is a serious matter. Last time, the hon. Senator requested up to today. Last time, he asked for two weeks but we generated down to today. The Members of County Assembly (MCAs) and the County Assembly of Machakos are suffering because His Excellency the Governor of Machakos has decided to punish them simply because they did not approve the County Executive Committee (CEC) Members. So, any delay will bring the business of the County of Machakos to a halt. Be specific on when you will deliver the Statement next week. Let us not prolong it. ...
