The distinguished Senator from Elgeyo-Marakwet proposes that this House adopt a formula where each county receives an equal allocation of between Kshs5 billion to Kshs6 billion. Is he in order, given that the letter and spirit of the Constitution does not speak to equality, but equity? Please, in your review, do consider bringing into consideration the new things introduced, including deductions for housing, increased deductions for Social Health Authority (SHA). It is not nice in communities like mine, where we have got a huge population of teachers, to see young people earning a salary of Kshs3,000 shillings after all deductions are done. It is sad that a serving Member of Parliament (MP) has not only lost his life, but that it is being reported that the main suspect was an Administration Police officer. I do not understand what is happening. Is the problem the discipline in police, the command or corruption? This is happening on the backdrop of police killing five innocent people in Angata Barikoi in Narok County. These are serious questions that we must ask.
