Madam Temporary Speaker, I rise on Standing Order No.122 (1) (c) which states that- “A Senator commits an act of gross disorderly conduct if the Senator fails to declare a personal interest in a matter before the Senate or a Committee in accordance with Standing Order 104 (Declaration of Interest).” Madam Temporary Speaker, could the Senator of Busia declare whether after eloquently contributing to this Motion and after the Motion will have sailed through, he will still go to court and sue this institution?

Thank you, Madam Temporary Speaker. I would love to inform the hon. Senator for Busia. However, assuming that he is the lawyer he has claimed to be, the medium of learning and teaching law is English. This law he is talking about, is it from River Road or the ‘University of Karamojong?’

Thank you, Mr. Speaker, Sir. I am well informed of what you are saying. All I wanted is to request that you shed clarity on a matter which is very critical. Most of the questions from the Senate, unlike in the National Assembly, will lean towards issues of devolution. In the structure of the current Government, there is no Cabinet Secretary (CS) for Devolution and Planning. However, there is a Principal Secretary (PS) in the Office of the Deputy President, responsible for issues of devolution. Mr. Speaker, Sir, did you hear the Senator for Homa Bay refer to the Cabinet Secretary (CS) using derogatory language? He used unparliamentarily language to the extent that he suggested that there are times when hon. (Prof.) Kindiki is lucid. Is that Parliamentary? Even if you are saying hi, you have said hi.

Thank you, Madam Temporary Speaker. It is indeed a privilege for me to stand here and thank God that when I cast my eyes across the House, I see only two people who were there on day one of the Second Senate which is the First Senate in this generation. It was the Clerk, Mr. Nyegenye and I, who were in this House. We are the only ones surviving from that generation. So, we thank God.
