Some of the top lawyers in this country such as Mr. Ahmednasir Abdullahi, comes from Mandera County, but thanks to education he broke through. The drafters of the Constitution created Article 204, which states, there shall be an Equalisation Fund that will deliberately take money to those counties to have water, health service, good roads and food. view

Some leaders in Nairobi City County from the Commission of Revenue Allocation (CRA) supported by a few Senators go and increase the number of counties supposed to benefit from this money and fight for the money with Turkana County.
