  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, I want to make two points. I want to urge the Committee to distinguish what is required to be legislated for in the elections law as opposed to what can be fixed by rules and regulations. Reading through these intended amendments, you can get all they want through rules and regulations. I hope Sen. Mutula Kilonzo Jnr., Sen. Hassan and others will not let us down. I want the Committee to remember that this is third unique law in this country. In 1997 we had the Inter-Parties Parliamentary Group (IPPG) law that brought peace and The electronic ... view
  • 28 Dec 2016 in Senate: On a point of order, Mr. Speaker, Sir. Obviously, the Senator is trying to debate. Even if she tries to debate, is she in order to mislead the country that voting under this law will be electronic? Voting under this law will be manual. view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, I thank and laud you for confirming that this Bill will be given another opportunity. Please do it. As you extend that olive branch, let the Mover of the Bill rise to the occasion and ensure that the Bill is palatable. The only problem is that, it is providing that the nominated Members be re-nominated twice. The Members who have not voted against are worried that we are shortchanging thousands of women out there who would like to be given an opportunity to be nominated. Why would somebody want to benefit from nomination always? view

  • 1 Dec 2016 in Senate: Mr. Speaker, Sir, we are trying to bury this youth the coming week. While waiting for those two weeks, could the Vice Chairperson undertake to make a contribution to his two widows because it is your police officers who killed him and set his body on fire? view
  • 1 Dec 2016 in Senate: On a point of order, Mr. Speaker, Sir. Sen. Khaniri is not alone in that regard. Could you consider in your ruling, directing the chairpersons to give us the written answers even when we are on recess? That way, we can at least have something with which to approach the people who elected us. I say this with reference to many statements like my colleague has said, but specifically on the collapse of a section of Bukhungu Stadium. I would be happy to have the written Statement so that as I meet the two million people of Kakamega County, I ... view
  • 1 Dec 2016 in Senate: On a point of order, Mr. Speaker, Sir. It is in respect of the important last comment by the Chairperson of the Committee on Finance, Commerce and Budget, that after his Committee ordered for arrest, the Governor of Vihiga went to court and got an order to stop his arrest. Under the Constitution, this Committee is vested with the powers of the High Court. It was sitting as a quasi judicial organ. If it is vested by the powers of the High court, is it possible that another High Court can veto a decision of the Committee? Mr. Speaker, Sir, ... view
  • 30 Nov 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I request that you use Standing Order No.1 to allow Sen. Wetangula who seems to have responded to an urgent call which could well be a call of nature because all his documents are here. He just went behind the Speaker’s Chair. Kindly use your powers to allow him to speak when he comes back, probably, shortly. view
