Mr. Deputy Speaker, Sir, I rise to second the Motion that the amendments by the National Assembly to the Statute Law (Miscellaneous Amendments) Bill (Senate Bill No. 6 of 2014) be now considered. In seconding the Motion, I urge the Senate to note and consider the concerns that in all amendments, the National Assembly has made provisions to leave out matters of devolution, that is, the county governments, Council of Governors (CoGs) and this House. Therefore, in that consideration, I urge this House to reject the amendments intoto. Mr. Deputy Speaker, Sir, I beg to second.

On a point of order, Mr. Speaker, Sir. When a matter is being referred to a Joint Committee, you normally read out the names of the Membership of the Committee. Secondly, this rejection comes at a very unique time when levels of corruption in our counties are now unprecedented. Everywhere you go there is corruption. For example, in Bungoma, a governor took Kshs304 million and put into an account of some girl who was working in the county office. In Kakamega, Bukhungu Stadium worth Kshs1 billion collapsed. On a point of order, Mr. Speaker, Sir. Did you hear Sen. Hassan say that CORD is just as much to blame for corruption for doing nothing as is Jubilee? Is he in order to mislead the country when the country knows very well that the county assemblies of Jubilee have done a sterling job? All the impeachments that have taken place in this House are from the Jubilee county assemblies. It is time Sen. Wetangula, hon. Musyoka and hon. Mr. Speaker, Sir, I rise under Standing Order No.45(2)(a) to make a Statement on a county issue. On 5th November, 2016, a section of Bukhungu Stadium in Kakamega which is currently under construction collapsed. The estimated cost of this project is Kshs1 billon. One week after this incident, the Governor of Kakamega, hon. Wycliffe Ambetsa Oparanya, made a reshuffle in the procurement section within the county government executive leaving only the head of the procurement section. On a point of order, Mr. Speaker, Sir. I just wanted to draw your attention that under Article 12(a), it has been our tradition that for a statement to be given by the Chair, the Senator who requested for the same should be in the House. I do not know whether we want to give an exception to this one since I noticed that Sen. M. Kajwang is not around.
