10 Nov 2016 in Senate:
Mr. Speaker, Sir, when I rose, I just rose as a Senator of the Republic of Kenya. It is a fact that I do not hold any office in this Senate. Therefore, I could not possibly speak on behalf of the Senate. However, as a Member of the Opposition, I was expressing our surprise that the Government of Kenya has not hailed the victory by Donald Trump.

10 Nov 2016 in Senate:
Mr. Chairman, Sir, your directive is correct. However, I would like to request you to invite the Chair of the Committee so as to confirm two things. First, did Sen. Hassan attend the meeting that adopted those amendments? Secondly, has he given his consent to the amendments? If that be the case, then it is possible that---

10 Nov 2016 in Senate:
Mr. Temporary Speaker, Sir, I stand corrected if you so find. My understanding is that when this Bill is called out, the most responsible person is the Mover, Sen. Omondi. If in the process she then reports to this House that the Bill had gone to the Committee, she has reasons to believe that the Committee is either improving or concurring with it. Then she would like to wait for the Committee to come and so say, then it is when we will defer it.

9 Nov 2016 in Senate:
On a point of order, Speaker, Sir. I did not want to interrupt the Chair but I thought as a matter of record, we should set the record clear. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate

9 Nov 2016 in Senate:
On a point of order, Mr. Speaker, Sir. Is Sen. Sang he in order to insist when the Chairperson has actually confirmed what takes place in the identification of a vice chancellor? For example, professors work and sweat their way to the top. They get a Doctor of Philosophy (PhD), become tutorial fellows and they are nominated by fellow professors to become associate professors. They are then promoted by fellow professors to become professors. Could the Senator for Nandi County be doing this country a service by limiting himself to other administrative positions like accountant, administrator, cooks, watchmen and staff ...

8 Nov 2016 in Senate:
Mr. Speaker, Sir, I appreciate the presence of the team from my county in the Speaker’s Gallery. I feel privileged and honoured that they have finally seen the wisdom of not going to Europe but coming to get the same knowledge from here. Mr. Speaker, Sir, I have had an opportunity so share a moment with them and they are crying that they do not have a county assembly yet the Controller of Budget approved Kshs347 million for construction of an assembly. I hope when they make the appropriate approach to this House, we shall help them to ensure that ...

8 Nov 2016 in Senate:
Mr. Speaker, Sir, if you listened carefully, the distinguished Sen. Wangari said: “We are behind her.” Obviously, the way this Parliament is structured, it means that she is imagining that Jubilee is with her. Is she aware that during the National Delegates Congress of the Democratic Party, it was only the Coalition for Reforms and Democracy (CORD) which was invited? Jubilee was not given an opportunity. Is she in order to mislead the House?

8 Nov 2016 in Senate:
Mr. Speaker, Sir, I rise to request for a Statement in respect of the collapse of a section of Bukhungu Stadium in Kakamega County. Pursuant to Standing Order No. 45 (2) (b), I seek a Statement from the Chairperson of the Standing Committee on Labour and Social Welfare regarding this unfortunate event. In the Statement, could the Chair give the following information:- (a) Confirm whether the National Construction Authority approved the renovation and provide proof thereof. (b) Provide a list of the tender advertisement for the renovation of the Bukhungu Stadium, the corresponding firms that bid and those that were ...

8 Nov 2016 in Senate:
Mr. Speaker, Sir, I rise under Standing Order No.87 to draw your attention to Speaker’s Rule No.5 which says:- “Senators shall be required not to enter the Chamber, lounge or dining room without being properly dressed” I draw your attention to this particular rule so as to appreciate Sen. Zipporah Kittony. In an era where women are now competing with men in wearing trousers, today, she is the example of how a Kenyan woman should be dressed. She looks so young and this Senate should appreciate her. Could you kindly determine whether what I am saying is true by asking ...
