One is the secrecy surrounding budgets in county governments. MCAs and members of the public have no idea of what budgets are passed by their respective assemblies. If they were allowed to participate, you would not have found items like pornography in the budget of Bungoma County, entertainment in Bomet County and Kakamega County where money is voted for carrying a chair for the Governor to sit from the headquarters to funerals.
