  • 28 May 2015 in Senate: Mr. Speaker, Sir, the Chairman has told us one reason they are opening consulates is because of considerations of commerce. Vietnam is number five on the top 18 countries where we source tourists from. In fact, in the year 2013, we got 1.7 million tourists, having gone up by 25.2 per cent. This is the fastest growing. Could he tell us why he has not considered having a consulate in Vietnam for that reason? More importantly, could he tell us how many polling centres he will open in Uganda, the United Arab Emirates, Saudi Arabia, Rwanda and Tanzania because we ... view
  • 28 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. In line with what the Senator for Migori County has said, could the Chair further direct that even after being given an opportunity to have a second chance to answer, the current answer be completely withdrawn and struck out of the record for the following reasons? One, something seems to be happening in East Africa. Today, Burundi is burning because of elections. This week, two million people gave signatures in Rwanda so as to change the The electronic version of the Senate Hansard Report is for information purposes only. A certified version ... view
  • 28 May 2015 in Senate: Mr. Speaker, Sir, I am glad that the Deputy Speaker has raised this matter. I would like the House to know that I have pursued this matter with the seriousness that it deserves to this extent. As recently as two weeks ago, I was informed by the Senior Deputy Director at the Kenya National Audit Office (KNAO) that the accounts have been audited. They have come from the counties and are at the Anniversary Towers merely awaiting the Auditor-General to append his signature. He told me that it would not take more than seven days. However, seven days have passed. ... view
  • 28 May 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to beg this House that we oppose this Motion. I know people are fatigued and there is a lot of pressure from committees but this is not the time to go on recess. For the love of Kenya, the ship is rocking. How can you go on recess when we are still asking the Executive what is happening to the Kenya shilling? The Kenya shilling is sliding, it is now Kshs100 against the dollar. We are headed the Zimbabwe way where the exchange rate was not controllable. This is happening when there ... view
  • 27 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. In my entire life in Parliament, I have never heard a Member of Parliament (MP) challenge the Chair with the question: “Order, where?”This is a House of records, unless we clarify this matter, it can become our tradition that whenever you are called to order, you ask the Speaker: “Order, Where?” Could the Senator for Kisumu withdraw the words, “Order where?” view
  • 27 May 2015 in Senate: Mr. Speaker, Sir, I rise to second the Motion that the House approves of the Report of the Mediation Committee on the Division of Revenue Bill, 2015, pursuant to Standing Order No.155 laid on the Table of this House today, 27th May, 2015. Mr. Speaker, Sir, as I second the Motion, allow me to thank the people of Ruaraka Constituency for having voted in a Kenyan; a patriotic Member of the National Assembly who stood because we could not agree during consensus building. However, when we went for the vote, he joined Kenyans in ensuring that more funds are made ... view
  • 27 May 2015 in Senate: Mr. Speaker, Sir, it is, therefore, my pleasure to tell Kenyans that when we voted, the win for more funds was by a whopping 67.7 per cent. Mr. Speaker, Sir, I beg to second. view
  • 26 May 2015 in Senate: Mr. Temporary Speaker, Sir, in 2008 after the post election violence, the President of Tanzania was not ashamed and neither was he afraid to request President Kibaki to share power in the interest of the region and Kibaki did it. I recall that President Uhuru was one of the beneficiaries of that power sharing. He became Deputy Prime Minister in charge of finance. Could the Chairman tell us; in view of that history that Uhuru became a beneficiary, in view of the fact that Uhuru is a personal friend of Nkurunzinza, why is he not building sufficient courage to face ... view
  • 26 May 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I thank you for that most important Communication. How unfortunate that the “Lower House” is virtually precipitating a crisis in this country. Where were they all these months? Now, they have brought the Bill here too late, and without realizing the importance of timelines, they are treating it casually. How on earth can a Committee work and possibly present a report in time that is meaningful to beat the deadline? We would like the Speaker of the Senate to move an extra mile and ensure that such things are avoided in ... view
  • 19 May 2015 in Senate: Thank you, Mr. Speaker, Sir. The issue of land control boards as raised by Sen. Murungi requires that in the Statement, the Chairperson of the Committee on Land and Natural Resources tells us whether what is now affecting the people of Meru is also affecting other counties. If it is, what are those other counties? In the process, the Committee should also clarify this action against land control boards. Could the Chair tell us whether that recording of files was part of this ambitious plan? If it is, when are the files in the digital form going back to the ... view
