If you cannot take health, education, agriculture and water closer to the people, then it ceases to be devolution. Mositet to a fact-finding session in Kiambu County on the issue of taxation. Since the children are here, we learnt that for every litre that an old woman milks from her cow, she has to pay the county government 30 cents.
