  • 26 Nov 2014 in Senate: Mr. Speaker, Sir, I want to thank you for finding that this Petition is admissible to this House. I say this because while in our proceedings there has been attempts by various governors to give the impression that the Senate can only, as per Article 96(3) oversight funds allocated to the counties by the national Government and not revenue realized on the ground. That you have found this admissible, it is very nice because I believe that revenue raised on the ground must be accounted for and by virtue of Article 96(1) which says that the Senate must defend the ... view
  • 26 Nov 2014 in Senate: Mr. Speaker, Sir, I really want to sympathize with the Chairperson of the Committee. However, of greater importance is that, on the ground, in matters security, the Government is not there or it has refused to deliver. Now that, that failure on the ground is now extending to this House whereby the Government does not want to be questioned on issues of security, it simply means that, if you do not stand firm, the Government will go scot free because already such a frustration is being experienced in the “Lower House.” You remember how the Speaker and the Senate Majority ... view
  • 26 Nov 2014 in Senate: Mr. Speaker, Sir, when I look at the names of the people who are posting these kinds of hate speeches against Sen. Hassan, I wish I had time, it appears like there is mobilization and more scaring mobilization bordering on ethnic lines if I was to read the names. However, as we urge you to take strong action, we should also ask the DPP to look beyond these threats in connection with what is happening in Mombasa. We know that Sen. Hassan and the Women representative for Nyeri County, hon. Nyokabi, are going through a smear campaign that they fixed ... view
  • 25 Nov 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I am sorry to interrupt my brother, who has not offended me at all. But because the country is following this, lest there be an impression created by what he is proposing, by misleading the public that the affected counties or communities are approaching the Government and requesting for support. There is in the budget something called “disaster fund.” We are simply saying that the Government should spend from the disaster fund. Is he in order to mislead us that we are begging money from President Uhuru? We want him to ... view
  • 20 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, I would like to put on record my appreciation of the patriotic son of Vihiga County, Mr. Obuga, who has brought this petition before us. Indeed, the matters prayed for by Mr. Obuga not only affect Vihiga County but also obtain in a number of other counties. I can see two arms to that petition, issues that might require the Committee on Labour and Social Welfare to address and others to be addressed by the Committee on Devolved Government. I, therefore, suggest that it might be useful if this matter will receive a joint sitting of ... view

  • 20 Nov 2014 in Senate: On a point of order Mr. Temporary Speaker, Sir. During the interventions that Members made, the issue of Isiolo and Makueni counties came up. One of the Members, on a point of order, was wondering when the results of the two week recess that we took shall be tabled in this House. Could you give an indication when the Committee on Devolved Government is going to give us a feedback because we are very anxious about the County Government of Makueni? This is especially in view of the fact that they are considering dissolution of that government. view
  • 20 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, I thank you for that ruling about the issue of Makueni. This is because that directive --- view
  • 20 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, it is a ruling. I want to thank you for that and on a serious note, over and above what you said, that even if they chose on technicalities to terminate, they should have come and reported to the House formally. Our other fear, was that probably the Committee never got seized of the matter because immediately after we allowed the Committee to visit Makueni, we saw the Committee at The Hague --- view
  • 20 Nov 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I would like to support the King for Meru about the validity of this petition. view
