In fact, already the County Government of Trans Nzoia has attracted whistle-blowers who have made extensive submissions to the Speaker who has marked the same to our Committee. I appreciate that there is need for us to quickly constitute this Committee, but I want to remind you that for my Bill to find itself on the Order Paper today, the Speaker sought my concurrence for it to be moved to today. So, the least I would have expected out of courtesy is that you consult with me and we agree before you make that variance. In this answer, Kakamega County, the biggest rural county in Kenya, with a population of two million people, has returned the highest number of complaints after Nairobi. If you look at Article 179 (4) of the Constitution, the Governor and Deputy Governor are the chief executive and deputy chief executive of the county respectively.
