Mr. Speaker, Sir, if the Senator for Nairobi wishes to convey any message from whatever source, it is also important that as we acknowledge that message, we should know the source. Could he substantiate who has given him the message and give us a copy of the same message?

On a point of order, Mr. Speaker, Sir. I want to thank you for what you just said, but I wish to request that so that we do not look like the other institutions or arms of Government that have demonstrated a lot of wastage and extravagance when they were marking such an event, that our Senate sets the pace by having a very modest budget so that we are not classified in the same group with some of the pretenders who want to say that they care about the poor when they keep on haemorrhaging the funds through such ...

On a point of order, Mr. Speaker, Sir. You might be tempted to choose to go his way; that I be requested to bring the Kakamega bulls to Nairobi. I would have no objection, but the bulls of Kakamega are just like the wildebeest of the Mara. When people want to see the wild beast, they go to the mara. They do not bring the wildebeest to Nyayo Stadium. I would, therefore, request that this event be brought to Kakamega, so that you enjoy bull fighting, amongst other things.

Mr. Speaker, Sir, I rise on Standing Order No.226 to comment on this Petition. My comment is mainly limited to the Senator who has just presented the Petition. As a scientist I happen to know that, that is a very technical area. I am so impressed that Sen. Emma Mbura, who is not a scientist, has done it so well. How I wish one of the universities would think of a junior certificate as a honoraria to her. Thank you, Mr. Speaker, Sir.

On a point of order, Mr. Speaker, Sir. Even as we would like to get the answer from the senior most people in the Ministry, the matter we are talking about can be handled by the head, even at the level of the county or district. Therefore, we should not allow the Chairperson of the Committee to delay the answer that would, probably, ignite the possibility of power coming back just because they are waiting for the Cabinet Secretary.
