  • 17 Jul 2013 in Senate: Mr. Speaker, Sir, I want to thank Sen. Murkomen. Now that he has clarified that it was the media that I was referring to, can you now table in this House the signed statement by the President as pertains to this matter because it is causing a lot of anxiety among Kenyans and among county governments? By the way, even doctors and nurses have already approached the Senate because they are contesting the issue of their Kshs38 billion in form of emoluments being channeled to the county governments. Can you table that here? view

  • 16 Jul 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I do not think it is helpful in any way for the Senate Majority Leader to impute an improper motive against my background. I would like that he apologizes and withdraws the unnecessary remark. view
  • 16 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, are you saying that you are in agreement with the Senate Majority Leader? If, indeed, you are in agreement then may you rule that we have a session where we shall be given an opportunity to lay our resumes on the Table of this House? view

  • 11 Jul 2013 in Senate: Mr. Speaker, Sir, I rise on the same point of order. I would like the request to be extended to include the killings that took place at Nangili Shopping Centre in Likuyani Constituency of Kakamega County and those that took place at Nalondo in Kabuchai Constituency in Bungoma County where businessmen were gunned down. KILLING OF 12 PEOPLE IN NYANYA VILLAGE, KITUI COUNTY view
  • 11 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. Our Deputy Speaker has a right to stand on that point of order and you cannot take that away from him. However, is he in order to attempt to do the work of the Chair of the Committee? I find him completely out of order to attempt to answer the issues raised by the Senator for Marsabit for the simple reason that he is not the Chairman. Is he afraid because he comes from Murang’a which was favoured over many years? view
  • 11 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. I do not know why we are stuck in the old Constitution. We are under the new Constitution. Prof. Kindiki knows that in a Presidential System, a Member of Parliament cannot pretend to answer a question on behalf of the Executive, irrespective of the background of that Member. It does not matter whether you come from the Government or the Minority party. For this reason, what we would be expecting is for the Chairman of the Committee to table a report of their findings during the process of interviewing the Cabinet Secretary ... view
