  • 10 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. Did you hear the Senator for Bungoma say that he has seen me half dressed during bull fights? If, indeed, you heard it, is he in order to refer to someone in traditional bull fighting regalia as half dressed? view
  • 10 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. Coming on the heels of what Sen. Murkomen has said, the composition of ad hoc Committees requires human resources and funding, obviously, from the Parliamentary Service Commission. As we want to pass this Motion, to create another Committee, is it lost to Prof. Anyang’- Nyong’o that in the second-last Parliament, hon. Koigi Wamwere also led a similar Committee that went around the country and collected views of the public, and all that information is in the library? Would it not be prudent that instead of us forming another Committee, we pass the ... view
  • 10 Jul 2013 in Senate: Mr. Speaker, Sir, I rise to support this Motion and, really, I would like to wonder aloud; how amazing it is that 50 years from the time harambee was introduced in this country whereupon billions of shillings have been collected, we have been able to operationalize the process without law. It is, therefore, very gratifying that the honorable Senator for Kisumu has now commenced the process that will now give us a law whose time is long overdue. Mr. Speaker, Sir, I would like to use this opportunity to remind the rest of us that the gains we have made ... view
  • 10 Jul 2013 in Senate: Mr. Speaker, Sir, I very well understand from where you are seated and where Sen. Wetangula is coming from. There is the medical aspect to drug trafficking. In the United States of America (USA), it is so serious that the Republic of Panama surrendered its own President. He was deported from the Republic of Panama and taken to the USA. So, all these drug traffickers should actually be taken--- view
  • 10 Jul 2013 in Senate: Mr. Speaker, Sir, you can see the difficulties surrounding drug trafficking. It is a fact. Whether he was a military head or President, Antonio The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 9 Jul 2013 in Senate: Mr. Speaker, Sir, without making reference to me, obviously, it is touching on an issue on which I am forced to make a comment. The reason why we have consulted, as a delegation, and agreed that Sen. Kanainza votes is because while the debate was going on last week, I was not in the Senate. So, I am not properly informed to be able to vote. So, I allowed her – because she sat through the Motion – to take a decision and I have put that in writing. view
  • 9 Jul 2013 in Senate: Mr. Speaker, Sir, I think it is important that you appreciate that Kakamega is unique; it has got a very capable young woman who can make a very good decision--- view
  • 9 Jul 2013 in Senate: On a point of order, Mr. Speaker, Sir. view
  • 9 Jul 2013 in Senate: Mr. Speaker, Sir, I also want to thank you for your ruling. But just thinking about it, at what point was the point of order raised? The point of order was raised after the vote had been cast, and according to the Standing Orders, the Speaker is not aware who is in this Chamber and who is not in this Chamber until his attention is drawn to it. So, since your attention was drawn after the vote had been cast, how does the Chair know that I was in the House at the time the vote was being cast? view
  • 9 Jul 2013 in Senate: Mr. Speaker, Sir, I think the issue raised by Sen. Wangari is so important that you should give it greater thought because voting takes place not in the chapters and paragraphs of the Constitution, but it takes place in the Senate. So, the delegations referred to are the delegations which are in this House. Delegations in this House are determined at the end of a general election and at the end of a general election, there are 47 delegations. So, if there is no delegation from Makueni, there might be need for you to make it abundantly clear whether the ... view
