I will not even try. A moment of comedy could be allowed during debate but when we are taking the vote, it is a very important thing, and in fact, it should be a solemn moment. It might very well become the practice that we vote casually like this until a serious matter of contention affecting the counties and of grave national importance is on the table and people will behave in the same manner. Thank you, Mr. Deputy Speaker, Sir, for giving me this chance. I want to start by confirming my support for this particular Motion which is founded in the Constitution. The point that Sen. Orengo is trying to emphasise is the use of devolved resources. Article 175(b) speaks on this issue very emphatically. Allow me to quote, it says:- “County governments established under this Constitution shall reflect the following principles–– (b) county governments shall have reliable sources of revenue to enable them to govern and deliver services effectively;” Why is this reflected in the Constitution? It looks like we will have to re-look at some of the decisions that were made, either by the CRA or in consultation with the Treasury.

Thank you, for that correction. My point of order is not intended to interrogate the merits or demerits of that particular demonstration. However, given the structure that we have around the Senate, at the Kenyatta International Conference Centre (KICC) and between the KICC and where our offices are hosted, we would like the Chair to assure us of our security.
