Mr. Deputy Speaker, Sir, regarding the Constituencies Development Fund (CDF) the significance of this pressure that we are putting on the Minister is because as we transit from the Tenth to the Eleventh Parliament, there will, obviously, be in some constituencies change from one Member of Parliament to the other. Mr. Deputy Speaker, Sir, it is amazing what happens to Members of Parliament when they become Ministers. I remember Prof. Anyang’-Nyong’o, when he was a young turk took on the Moi Government when it attempted to recruit doctors from Egypt, so as to dismantle a strike that was being waged by the doctors. To demonstrate this, he has repeatedly said that the nurses’s strike is unnecessary and that they are striking against a wrong Ministry. On a point of order, Mr. Deputy Speaker, Sir. I very well understand the tone and body language of the Minister on this very important matter of life and death. I am a doctor of medicine. The nurses who work for me and under me are qualified and competent professionals. The Minister has called them “zombies”. Could he be given the earliest opportunity to apologize to nurses after withdrawing the description of professionals as zombies?

On a point of order, Mr. Deputy Speaker, Sir. Did you hear the Attorney-General of Kenya say that a Minister of Government had advised him when the country knows that for Prof. Muigai to become the Attorney-General he went through a competitive process that deliberately found that he was competent. Now he is admitting that he incapable of advising the Government. Could the Chair guide this House as to whether, indeed, this Government has got an official Government advisor?

Mr. Deputy Speaker, Sir, I just wanted to remind the Chair that when we raised this matter in the morning and you captured the urgency of the issue, the Minister was not there. The Minister happens to be in the House and, probably, he could shed some light on it. Maybe he has a ready answer.

Finally, I also wish to seek your indulgence. This morning, a matter was concluded very well by the Minister for Medical Services concerning the strike by the nurses and we were happy to hear that they have returned to the hospitals. Unfortunately, following the remarks by the Minister on the Floor of this House this morning, the same nurses who had gone back to hospitals have come out and are on the streets. They are demanding that the Government, and not the Minister, apologizes to the nurses of Kenya because the Minister repeatedly convinced this House, although we did not ...

Mr. Deputy Speaker, Sir, this Question touches mainly on Kakamega County that produces 80 per cent of the sugar consumed in this country. There are three major factories; Mumias Sugar Company, Butali Sugar Company and West Kenya Sugar Company. The shocking thing in the Assistant Minister’s response is that the terrain for all those companies is the same and Mumias Sugar Company has zoned.
