  • 23 Apr 2013 in Senate: Mr. Speaker, Sir, you have heard the hon. Senator say that I am defying my own party and that what I was doing here were theatrics. With all due respect to him, may I kindly remind him that I was elected on the United Democratic Forum (UDF) and I will remain a member of the UDF until the end of this term. May I also remind him that he cannot shepherd me, because, again, with all due respect to him, he is my junior in politics. Thank you, Mr. Speaker, Sir. view
  • 23 Apr 2013 in Senate: On a point of order, Mr. Speaker, Sir. The Senate should not, indeed, allow Sen. Kagwe to get away with this. This is not a laughing matter. This is an issue that can cause national instability because Central Province has got 2,300 kilometres of tarmac road and Western Province has nil, Eastern Province has nil, Coast Province has nil. The hon. Senator should realize that he does not represent--- Once you The electronic version of the Senate Hansard Report is for information purposes only. • 17 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. Indeed, with the benefit of hindsight, I know most Senators, when the Motion is not theirs, will wait and see the issues that would be put on the Table by the Mover. Mr. Speaker, Sir, you and I know the experience we have had in this kind of world on this particular matter, if the Mover is speaking for only ten minutes, he will find that he has not been given enough time to convince Senators, probably who have not done enough research, or who thought the Motion was not very attractive for them to ... view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, indeed, as I congratulate all of us for being here, I am particularly disappointed by the Leader of the Minority Party, Sen. Wetangula. He should have used this opportunity to teach the Leader of the Majority Party that this is not just about reading a Motion to the House but that he must support the Motion and endeavor to convince us to support it. Hon. Wetangula, if you do not discharge your duty on this one, Sen.(Prof.) Kindiki might start thinking that the responsibility he has moved into is child’s play. This is serious business. Sen. (Prof.) ... view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, in the lower House it was the practice sometime, and unhappily so, where an hon. Member would come up with this kind of good homework and then the responsible Minister ignores and fails to respond. For purposes of this Senate, and since we want to create new traditions, it would be useful if we insisted that because the Senate Majority Leader will be the one who will be responding on behalf of the Government, we make it mandatory that for every such Motion that is brought here by an hon. Senator, that the Senate Majority Leader must ... view
  • 17 Apr 2013 in Senate: On a point of order, Mr. Speaker, Sir. I just want to reinforce the point of order under Standing Order No.74 raised by the former Attorney- General, Amos Wako. Contribution in this Parliament has been that when this kind of business is brought before the House, usually there would be an indication of which party a particular name belongs to. This normally helps the Floor during debate to appreciate whether there has been fairness. I would like you, in your response, probably to guide us and possibly to re- invite the Leader of Majority Party to make that indication and, ... view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, when I look at Standing Order No.24(6), it is quite clear that the orders do not contemplate a situation whereby the Mover of this Motion will always be the Senate Majority Leader. If we allow Sen. Wako to introduce that amendment, we will completely have moved away from the letter and spirit of Standing Order No.24(6). It is this Motion as it is that captures the letter and spirit of Standing Order No.24(6). view
  • 17 Apr 2013 in Senate: On a point of order, Mr. Speaker, Sir. I rise on Standing Order No.244 which says that the Rules and Business Committee may at any time propose amendments to these Standing Orders. I want to invite you to look at this because of this constitutional issue that I want to raise.
