On a point of order, Mr. Temporary Deputy Speaker, Sir. Mr. Midiwo is our Chief Whip. In fact, he is an equivalent of a Minister. He has made a very useful assertion here that he knows that our respected NSIS body is being used to fund certain politicians. He has quoted the Office of the Prime Minister and the Office of the President. Mr. Speaker, Sir, I am glad the Minister has confirmed that this is not an organ that is carrying out delegated responsibilities from the Government. Having said that, could the Minister direct that this association only restricts itself to issues that have been flagged out by the auditor so that they are guided by actual Government audited accounts? It might not have escaped the Minister’s attention but this association continues rating his Assistant Minister as the most performing and his own constituency as performing equally well. Mr. Speaker, Sir, the problem at Mpeketoni affects almost 90 per cent of our schools, because basically with the increase in population of Kenya, the population of most schools is also increasing. Could the Assistant Minister tell us what plans he has to ensure that the infrastructure in all our schools receives development funds from the Budget without involving the DEB, the heads of schools and so on? How much do you want to set aside for every school so as to improve the infrastructure in view of the growing population of Kenya?

Madam Temporary Deputy Speaker, on his own admission, the Minister has confirmed that the Treasury has refunded a total of Kshs356 million to the World Bank CIDA, UNICEF and DfID. This money was intended to give Kenyans development instead it has been used to pay money that was stolen by officers.
