  • 14 Aug 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is the Minister in order to say that the Kshs356 million they refunded was not lost when it is a fact that after the ineligible expenditure was established and a decision was made to refund, the money which was refunded was not the money which the World Bank and those other institutions channeled to that Ministry? They got that money from other sources including money meant for drought mitigation. So if there was no money lost, why did they not use the same money that had been channeled to refund but ... view
  • 14 Aug 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Last week, the Minister for Justice, National Cohesion and Constitutional Affairs undertook to issue a Ministerial Statement in response to my request for one in respect of the Government to Government procurement of the BVR for use in voter registration. He said he will do it today. view
  • 14 Aug 2012 in National Assembly: Yes, Madam Temporary Deputy Speaker. The Minister for Justice, National Cohesion and Constitutional Affairs should, at least, give us an explanation as to why he has changed from giving the Statement today to Thursday this week. That is because when the Speaker allowed Tuesday, it was after a request from them. We had demanded that the Statement be issued on Thursday last week; the reason being that there is the issue of urgency. Unless the procurement is concluded expeditiously, it means that belatedly as it might be, it might not be accorded sufficient time, so as to allow the Biometric ... view
  • 9 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, if you are deferring the Question, allow me to request that you also direct the Assistant Minister that when he comes, he should improve on the list. We can see names that resemble names of Members of Parliament, Permanent Secretaries and other senior officers. Could he kindly, through you, ensure that he describes the person? If it is a PS, he says, “Former PS of such a Ministry or current PS of such a Ministry”. Why? This is because some of these PSs will soon be coming before this House, in a few months’ time for ... view
  • 8 Aug 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. The rich, the high and mighty like these Ministers do not have their children in public schools. The burden we are trying to solve here is, therefore, faced by children who go to public schools. This issue has a cascade effect if that money will be sent to schools and the head teachers overdraw from the banks so as to pay the supplies. Could the Assistant Minister confirm that they will take over all the penalties that have accrued on school accounts as a result of delayed remittance of the cash? view
  • 8 Aug 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We are very desperate or extremely desperate. It is quite possible if you use Standing Order No.1 that the Assistant Minister can be asked to come here this afternoon with the Statement in respect of this matter so that we clear it once and for all. I beg you. view
  • 8 Aug 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This is a very scaring Question. You can see that 600 officers have allegedly been recruited out of the standard procedure. In view of the sensitivity, could the Minister also remember to come along with a breakdown of how equity was considered when the officers were being recruited so that we satisfy ourselves that all constituencies were represented in hiring this special elite force? view
  • 8 Aug 2012 in National Assembly: Yes, Mr. Temporary Deputy Speaker, Sir, I was pressing the button earlier to contribute on this particular issue, but it is concluded. I will revisit it after four weeks. But can I go ahead and raise my issue? view
  • 8 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have requests for two Ministerial Statements. view
  • 8 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the first one is from the Minister for Justice, National Cohesion and Constitutional Affairs in respect of the decision by the Government to take over the procurement of--- view
