Yes. I am appealing to the Attorney-General that we suspend this from this amendment so as to give an opportunity to the social players; namely, the Federation of Kenya Employers, Ministry of Labour and the workers through their trade unions to sit as envisaged in the International Labour Organization Convention, to which Kenya is a signatory, to agree on how best they can amend this particular Act, if it is necessary.

Mr. Temporary Deputy Chairman, Sir, I want to support Mr. Kimunya by making a reference to Article 38(3) of the Constitution, which provides that every adult citizen has the right, without unreasonable restriction, to be registered as a voter and to vote by secret ballot in any election or a referendum. Since the Constitution talks of there being the total absence of unreasonable restriction, it reminds me of some of the voters who are not able to read and write. They usually get into a lot of confusion.

Mr. Deputy Speaker, Sir, I am very much comfortable with tomorrow; but I wanted to tell you that this Question is intended to cause the Government to extend some form of humanitarian relief to this freedom fighter, who is also blind and requires to go to hospital. In the meantime, could the Minister ensure that food is taken to the old man in Kisauni, and that he is taken to Aga Khan or Mombasa Hospital, since he was a freedom fighter, as we wait for the answer?
