  • 7 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there is a saying in Kiluhya that when a snake enters the house, you do not run out of the house to look for a stick to kill the snake. You kill that snake using your own walking stick at the risk of breaking that stick. There is a snake in this House; the snake is called poverty. If we must fight it, we have to use the stick that we have in the House, and the stick we have is that Kenyan tea is the number one foreign exchange earner. view
  • 7 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Government never ceases to surprise me. The Government is aware that they brag day in, day out about our tea when they do nothing about helping the farmers in construction of factories. They do nothing to help farmers to access cheap fertilizers; they do nothing in marketing tea on behalf of the farmers. They do not even do anything about the road infrastructure within the tea growing areas. It is time the Government woke up and realized that the role they are supposed to play is providing all these things if tea will continue ... view
  • 7 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, having said that, I want to thank all the hon. Members, hon. Gitari, hon. Kabogo, hon. Lee Kinyanjui, hon. Twaha, hon. Chanzu, hon. Njuguna, hon. (Dr.) Monda, hon. Mbarire, hon. (Dr.) Kilemi Mwiria, hon. Keter, hon. Kones and, of course, my own brother, hon. Mbiuki, for supporting this particular Motion. I would also like to thank Mrs. Odhiambo-Mabona and hon. Lagat. I am sorry that I had left you out. view
  • 7 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to ask the Government to think about marketing. It is important that the Government goes out and becomes very aggressive in marketing Kenyan tea. In fact, there is room to ensure that all trade attaches in all our foreign missions are given performance contracts to ensure that in the country where they are accredited, they sell some tea in those countries, because tea is enjoyed by just about all men and women of the world. Mr. Temporary Deputy Speaker, Sir, if leaders really want to commit to the Kenya of tomorrow, it ... view
  • 7 Dec 2011 in National Assembly: Mr. Deputy Speaker, Sir, I support this Motion very strongly. Allow me to use this time to pay my tribute to those soldiers who have so far paid the highest price, and those who have had all manner of casualties. Allow me to remember that in my family, Maj. Ong’ayo lost his life in a peace keeping force in Yugoslavia. Also allow me to remember that Pvt. Evans Mutoro was the first soldier to be declared missing in action. Mr. Minister, we still hope that you will one day tell us that you have found him in captivity and if, ... view
  • 7 Dec 2011 in National Assembly: I am keeping order, Mr. Deputy Speaker, Sir. view
  • 7 Dec 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to say and say it here that the Chair was worried about what is our exit strategy? Indeed, to my mind, this is the exit strategy. We are exiting now, but exiting in an organized manner. Obviously, we are going to deploy fewer troops now that the international community has come in. Obviously, in our exit strategy, we are going to use less money that we would have used if the other people had not come in. Mr. Deputy Speaker, Sir, it is my hope that the cost of doing that engagement will not ... view
  • 6 Dec 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Deputy Prime Minister and Minister for Finance the following Question by Private Notice: view
  • 6 Dec 2011 in National Assembly: Can the Minister confirm that De La Rue, a British Company, has been awarded a 10-year monopoly for printing Kenyan currency notes without being subjected to competitive international tendering? Mr. Speaker, Sir, may I bring it to your attention that this matter had actually been concluded. The reason for it being on the Order Paper is that the Minister made an undertaking that he would appear before the Public Accounts Committee (PAC), so that this matter could be dealt with. We have been unable to invite the Minister, willing as he is to appear before us, because I tabled a ... view
  • 6 Dec 2011 in National Assembly: Mr. Speaker, Sir, I want to thank the Deputy Prime Minister and Minister for Finance for agreeing to meet us as soon as tomorrow, but could he also confirm that he is opening the doors for a special audit, so that before I meet him I am sufficiently armed to interrogate him? This matter is so complex. We are dealing with four different companies whose details are at the CBK. We are talking about investment, that is the seed money that was put in the CBK many years ago, and those details are at the CBK. We are dealing with ... view
