  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to congratulate the Assistant Minister for the efforts the Government is making to ensure that people flying to those parts of the country do so in safety. Because it has succeeded, could the Assistant Minister answer two aspects of my concerns namely; how are you going to help Kenyans of Somali origin who do not have IDs so that they are not unfairly treated? The second arm of my concern is that, because it has succeeded with flights, are you considering introducing the same measure on buses so that people traveling by ... view
  • 19 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. In view of what is going on in Somalia, would it be in order that the Chair considers that the session we are going to go into with the Prime Minister be held in camera because we are going to raise very important issues? view
  • 19 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I had risen earlier on this same point of order requesting that the Chair considers holding this session in camera in view of the fact that we do not know some of the issues that will be raised by hon. Members which could very well compromise the security of our forces in Somalia. view
  • 19 Oct 2011 in National Assembly: Mr. Speaker, Sir, I beg to move:- THAT, all strangers be asked to withdraw from the Chamber. view
  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has admitted that he is aware that our hospitals are in deplorable conditions. I just have two little points. One, obviously, if he is aware of that, he must be rolling out a masterplan of how to upgrade our hospitals. If you are so doing, what is the policy in terms of identifying the hospitals that will benefit? That is because it is of great concern to us, as leaders of this country that, after the good services in Nairobi and putting up yet another hospital which I understand is called Mama Lucy ... view
  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, finally, could the Minister tell us what he is doing to attract medical professionals? That is because we train doctors and nurses in this country and, because the Minister is unable to pay them, we lose them to other countries like Botswana, even Britain and the United States of America. view
  • 19 Oct 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to trivialize my concern by suggesting that I meant he should pay them from his bank account? I know that Prof. Anyang’-Nyong’o has a family which he is taking care of. I was saying that he should approach the Cabinet and ensure that the welfare of medical personnel is taken care of. My doctors do not want you to pay them a salary. You cannot afford paying my colleagues. You can only afford our bills, maybe. view
  • 18 Oct 2011 in National Assembly: Mr. Speaker, Sir, the international practice these days is that communities and countries that have got forests earn carbon credits. Could the Minister explain how he intends, after he has done the audit and has realized how much each county will have in terms of forest cover, to ensure that the carbon credits for a particular county will end up being used because they are going to be worth billions of dollars? view
  • 18 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. The gist of my question was actually an attempt to have him disown this company from Meru, which is all over the country, including in Kakamega. That is not a Government entity. So, if they start claiming on behalf of Kakamega forest our carbon credits, who should we run to? How are you going to protect us? Do you as a Government intend to do your own valuation, so that we know our entitlement? view
  • 18 Oct 2011 in National Assembly: Yes, Mr. Speaker, Sir. It is very common these days to see junior police officers shoot their seniors to death. This is because senior police officers are not sensitive to matters of welfare. I know the houses that the Assistant Minister is talking about. Some of the officers there have children going to school. Some of these are primary school children who are possibly in Standard Eight, and who are due to sit for their national examination shortly. So, when you give them notice to leave, how do you expect their children to continue enjoying school and other social amenities? ... view
