  • 17 Aug 2011 in National Assembly: On a point of information, Mr. Deputy Speaker, Sir. It is a harmless piece of information. I would like to inform the Assistant Minister that his Ministry is usually invited to Arusha for these high level negotiations. So, I am just putting to him that he should take advantage, go to Arusha and put our case that Kenyans are losing money because of this and he is going to reach an amicable agreement on how that money can be refunded to these people. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, my condolences to the family members of the two officers. The exercises those people are supposed to undergo are very rigorous. Could the Assistant Minister table in this House the pre-exercise medical report that certified that the two officers were fit to undergo that kind of rigorous training? Could he go further and table the postmortem findings to tell us the actual cause of death? If those boys were not fit, the postmortem findings will confirm that the cause of death was not necessarily the drowning but another pre-existing medical condition. view
  • 17 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Standing Orders allow us to support our answers or Questions with facts within 48 hours. We cannot just push under the mat the death of a Kenyan. I am requesting that the Minister tables in this House that certificate that proved that those two officers were fit to undergo that rigorous training and, more importantly, the postmortem findings. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, the extra 80 constituencies will necessitate fresh registration of all the voters of Kenya. Could the Prime Minister indicate when he thinks this new registration of voters will start? Finally, is the issue of corruption at the Ministry of State for Immigration and Registration of Persons. It is easier for a Ugandan to pay money and get an ID card in Mumias Town than a local. Similarly, it is easier for a Somali from Somalia to get an ID than a Kenyan Somali because of the corruption at the Ministry of State for Immigration and Registration ... view
  • 17 Aug 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I had asked the Prime Minister to tell us when the registration of voters will kick off. He has not answered that. I just wanted to point out to him that with the current voter’s card, a voter can only vote for a President or a local authority candidate. He cannot vote for a Senator, a Governor or a county representative. That is the voter’s card and I have a copy of my voter’s card. If the Government does not invest and move quickly, then we are going to run out ... view
  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, I am conscious of the fact that in this House, we do not have a shortage of legal minds that can debate and articulate this constitutionality. My concern is the question of procedure. As far as procedure is concerned, this train that we are driving now did not start this afternoon. It started yesterday and decisions were made after passionate contributions. The contribution made by hon. Olago is actually a contribution that could have been made when he was trying to persuade us, especially those of us who are not lawyers, to vote with him yesterday when ... view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, we want to thank the Minister for saying that they are going to put up cooling and processing plants for the fish in several counties. view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, because of the increased production due to the ESP, farmers are now faced with a huge challenge of marketing. Could he tell us the capacity of these plants and where exactly, in vast Counties such as Kakamega, he intends to put up these plants? view
  • 16 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Did you notice that when Mr. Mbuvi approached the Chair he was wearing an earring on the left ear? This House remembers that the Chair ruled earlier on that earrings are not part of our attire in this House. view
