Mr. Speaker, Sir, the Controller and Auditor-General refused to attend to our request, citing the Central Bank of Kenya (CBK) Act, but the Public Accounts Committee (PAC) found that the Controller and Auditor-General hid in the CBK Act and overlooked the provisions of Section 105 of the Constitution of Kenya, which requires that the Controller and Auditor-General looks at all public accounts.
