Mr. Temporary Deputy Chairman, Sir, the reason why hon. Ethuroâs amendment is justified is that the words âequitable distributionâ are not new in this country. We have had these words there. In spite of them being there, we find our roads in some parts of the country being what they are and others being what they are.

Whereas, I would like to agree with the Chairman of the Departmental Committee on Transport, Public Works and Housing that they should be given this leeway, the problem is the Constitution of Kenya the way it is.
