  • 23 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. We do not know whether, indeed, that kind of order exists. But even if does and if it the Minister goes ahead and lays the Report on the Table--- view
  • 23 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as he lays on the Table that court order, from what he has read, the court order is very specific that he should not release the report to the public. The order does not prohibit him from obeying this House and laying the Report on the Table so that we can consume it. Unless the Chair thinks through this particular request by the court, it is just going to be furtherance of what has been going on because highly connected individuals; some of them politicians, members of the Cabinet and hon. Members are in that ... view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, could the Minister tell the House which company won the tender for the supply of that fertilizer? In view of the history of this Ministry, could he table the tender documents to show and prove that yes, indeed, that company was subjected to international competitive bidding? Could he also confirm what exactly will be the price at which farmers will buy fertilizer for the next planting season? view

  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, to ask me to bring a different Question is to allow the Minister to hide behind that particular request when, in fact, he knows very well that this is a very valid supplementary question. If he was prepared to come here to talk about the amount of money that he spent, then intelligence dictates that he should have known that Parliament will be interested to know who brought the fertilizer, at how much and whether the correct tendering procedure was followed. So, to hide behind it, is actually trying to defeat the purpose of asking ... view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in line with the Government’s Vision 2030 programme of promoting industrialization, what plan does the Ministry have to relocate the fish processing factory from Thika to the lake region so as to promote industrialization in our area? view
  • 22 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to mislead the House that the school will be re-opened in six months time when he knows very well that according to the Printed Estimates which are before this House, no money has been factored in the form of allocations to these primary schools, including this one, whose infrastructure has been destroyed and would require to be refurbished before being re- opened? Is the Assistant Minister in order to mislead us when he knows very well that this money is not there? view
  • 22 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. It would be nice if the Assistant Minister was move specific. Where will these funds come from? Does he expect the parents to construct the classrooms or the money will be obtained from the Printed Estimates? We have the Printed Estimates and these schools are not covered! view
  • 22 Jul 2009 in National Assembly: asked the Prime Minister whether he could address the House on the report by the Kenya National Commission on Human Rights on Post-Election Violence and the deadlock in the Cabinet over the issue of post-election violence. view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to thank the Prime Minister. My first point, for which I seek clarification, is on the issue of the Kenya National Commission on Human Rights (KNCHR). The Prime Minister is aware that this body is actually an institution of the Government that was created by this House. That being the case, I would like the Prime Minister to tell this House, and the Kenyan public in general, that he is, today, directing the KNCHR to submit its Report to the Government, so that the Government can take it to the Cabinet, so ... view
