  • 22 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Prime Minister in order to mislead the House by saying that he is fighting for an eventual Cabinet decision when he is already on record and on TV footage quoted saying that his people should be calm because they were wronged? Is he the Prime Minister of Kenya or the Prime Minister of ODM? view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, according to the file that has been tabled by the Minister, the inspection certificate which indicates that this was a non-GMO import is actually from South Africa by a South African company called Global Inspection. How was the Government of Kenya satisfied that this Southern African company was not helping a South African company to sell its maize here? Why did the Government not do its own inspection? I also realize that in this particular file, there is a company called Afgril Trading Company Limited. This is the same company that brought spoilt maize that ... view
  • 22 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. All hon. Members have had an opportunity this morning to peruse the Order Papers for both morning and afternoon and we have noticed that during this afternoon’s session of the Prime Minister’s Time, the Prime Minister has no Question from this House. view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am rising on a point of order to remind the Chair that when we created the Prime Minister’s Time, it was because we wanted to create an opportunity, deliberately, to allow topical issues and current issues of national importance to be presented to the Prime Minister. Mr. Temporary Deputy Speaker, Sir, as I speak, you directed from the Chair yesterday that I send a Question to the Prime Minister’s Office in respect of the issues I had raised yesterday. I did that and I passed it to the Office of the Clerk yesterday. I ... view
  • 22 Jul 2009 in National Assembly: And as if it is not enough, Mr. Temporary Deputy Speaker, Sir, hon. Mungatana had also filed a Question through the Office of the Clerk to the Office of the Prime Minister which, again, we were expecting would be on the Order Paper. Could the Chair rule whether somebody is deliberately making it difficult for hon. Members to have their issues raised to the Prime Minister or whether there is a breakdown between the Office of the Clerk, the Office of the Speaker and the Office of the Prime Minister? view
  • 22 Jul 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. view
  • 22 Jul 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to use this opportunity, once more, as I conclude this debate on the Report of PAC of 2005/2006, to thank hon. Members of my Committee for the support that they have given me, and the cohesiveness that we have demonstrated over the last one year, leading to the excellent result that the House has unanimously supported. view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would also like to thank hon. Members who have spoken on this particular Motion for the excellent contributions that they have made and the ideas that they have given us. I want to confirm to them that we will implement the suggestions that they have made to us, as PAC. view
  • 22 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while responding, I would like to say something on the perennial problem of shortage of accountants. As we recommended in our Report, we are very keen in making sure that the Government has employed enough accountants. Now that the country has got over seven public universities, I believe the issue of having a shortage of professionals should be a problem of the past. Therefore, we would like to urge the Government to move with quick speed to ensure that they hire those young people. view
