  • 21 Sep 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for allowing me to also add my voice to this very important debate. In fact, this debate is palatable in the sense that it has come at a point where there are different economic models being discussed by various leaders in this country. At least it is a serious one, and not like the fake models. That we are holding a discourse about this serious matter, is a major milestone. I come from an agricultural county, Trans Nzoia, which is often referred to as the bread basket of the Republic. Cooperatives were started a ... view
  • 21 Sep 2021 in National Assembly: cooperatives in various sectors of our economy as opposed to when it was just for the marketing segment. So, from an agricultural point of view, cooperatives play a key role when farmers come together to put resources together so that they can reach the required market and they can also be able to advance in value chain. This is because these are areas that need resource mobilisation. As you rightfully put that you cannot walk alone, you have to put resources together for you to advance rapidly. If you look at the economies that have been given as an example ... view

  • 18 Aug 2021 in National Assembly: Hon. Deputy Speaker, I rise to ask the Cabinet Secretary for ICT, Innovation and Youth Affairs the following Question: - (i) Could the Cabinet Secretary provide a list all Youth Empowerment Centres that have been constructed across the country in the past four years, indicating their locations and their completion status? (ii) Could the Cabinet Secretary indicate the number of the centres projected for construction in the current financial year, and specify constituencies where they will be located? (iii) Could the Cabinet Secretary outline the measures that the Ministry has put in place to ensure that the said centres are ... view
  • 30 Jun 2021 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me an opportunity to also add a voice to this Bill. I rise to support. The sovereign power belongs to the people. It is only delegated to elected leaders. It is pertinent that we give a procedure of taking that power away through impeachment. Of course, we do not have a history of impeachment of a president or a deputy president in this country, but the impeachment of governors has been a daily occurrence. It is a common phenomenon. It is paramount that we have a clear procedure that will guide our MCAs ... view
  • 30 Jun 2021 in National Assembly: as we seek to strengthen devolution. Remember we are talking of more resources to the county governments. The Building Bridges Initiative (BBI) talks about more resources to the counties, 35 per cent. Let the resources find county governments with clear procedures of removing corrupt governors who misuse resources. A procedure must be in place. If there are Members here who are intending to go for gubernatorial positions with the intent of simply grabbing as much as they can, then they will fall into these impeachment procedures that have been laid down. We need to curb the bad behaviour of greedy ... view
  • 29 Jun 2021 in National Assembly: Thank you Hon. Temporary Deputy Speaker for giving me this chance to add my voice to this very important discourse. I applaud the Departmental Committee on Finance and National Planning for trying to change the conversation. We have always been talking about revenue sharing but we have never focused on revenue collection. So, this is a very important debate that our country is always in almost constitutional quagmire when it comes to revenue sharing between the national Government and county governments. We should not forget that the problem lies with the little resources we have and how we can enhance ... view
  • 29 Jun 2021 in National Assembly: What KRA is requesting is that for them to enhance and optimise our revenue collection, let us add them more resources. This is something we must support, as Members, to give capacity to KRA to enable them collect more resources and close loopholes where there is pilferage of funds or traders trying to avoid tax. Ones we close the loopholes, we will have a chance to collect more resources. People argue about growing the national cake and that we should focus growing our revenue, but first we should put the systems in place to protect and preserve the little we ... view
  • 29 Jun 2021 in National Assembly: On the question of the tax regime, it is high time we re-engineered our tax policies and regime laws and the whole architecture around the tax regime. There is nothing traders fear more than high taxes and that is how we chase investors. There is no nation in this world that has progressed by overtaxing its citizens. One of the reasons we have tax increases is because we lack the capacity to collect the little we have. Let us also look at our tax regime so that they are favourable to traders. You cannot have traders and high taxes in ... view
