  • 14 Jul 2015 in Senate: Madam Temporary Speaker, we should not allow a Senator to impute improper motive on another Senator by saying she does not know how to cook. This is being broadcast live. I know that Sen. Mugo is one person who carries herself very well. She has kept her marriage and she is very good in looking after her family. Therefore, Sen. (Dr.) Khalwale is out of order. Could he apologise and withdraw? view
  • 14 Jul 2015 in Senate: Thank you, Madam Temporary Speaker. I would like to support the County Hall of Fame Bill (Senate Bill No. 33 of 2014), which has been brought to the Floor of this House by Sen. Sang. This is a very important Bill as it seeks to provide a framework for the recognition of persons who have made significant contribution to the county or our country. We know that in the past, people have been recognised at the national level and counties have been forgotten. I say so because of devolution. We have devolved governance to counties and, therefore, we have to ... view
  • 2 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, I also like to add my voice to this important Motion which has been brought to the Floor of this House by Sen. Abdirahman. It acknowledges that the north eastern region and other counties are faced with challenges of acute teacher shortage following what happened recently when one of the schools was attacked by Al Shabaab. We lost the lives of our children. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 2 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, this is common knowledge. This has been in the media, for instance, in Mombasa. So, I do not have to cite the instances unless, it is his deliberate move to derail me. I, therefore, support the objective of the Motion by calling upon the national Government to re-introduce the untrained teacher programme as well as in-service training for untrained teachers in the north eastern region as a measure to bridge the shortage of teachers. The programme was there before and it worked well. We should embrace it and urge the national Government to implement it. We ... view
  • 2 Jul 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Sen. Ndiema has referred to an incident I quoted regarding chiefs teaching in a school in Turkana. That was also on the media. I sought a statement on this Floor. I do not know where he just got his information from. Is he in order to mislead this House? view
  • 1 Jul 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I would also like to appreciate the visit by the council of elders from Trans Nzoia County. We are honoured today because we know that these are old men of honour who have played a key role in mapping the politics in Trans Nzoia and in bringing about peace. I, therefore, congratulate them and hope that they will enjoy their stay as they watch us deliberate in this House. view
  • 1 Jul 2015 in Senate: Mr. Deputy Speaker, Sir, I rise to seek a Statement on the rise in cases of sexual molestation in schools. Pursuant to Standing Order No.45(2)(b), I wish to seek a Statement from the Chairperson of the Committee on Education regarding the rampant cases of child abuse and molestation by teachers in Kenyan schools. In the Statement, the Chairperson should address the following issues:- (1) Is the Chairperson aware of the ever increasing incidences of sexual abuse and molestation by teachers in Kenyan schools? If so, what are the reasons for such escalation? (2) Could the Chairperson provide the details of ... view
  • 24 Jun 2015 in Senate: Mr. Speaker, Sir, I would like to thank Sen. Kagwe for bringing about the matter of our meeting yesterday to the Floor of this House. It was a joint meeting between the Committee on Health and the Committee on Finance, Commerce and Budget regarding the leasing of medical equipment. I am a Member of the Committee on Health and we have gone round three counties. We have seen how people out there appreciate those machines, particularly in Kisii. The machines are in use and people are very happy about it. Few counties raised concerns because of lack of consultation. The ... view
  • 16 Jun 2015 in Senate: Mr. Speaker, Sir, I support the Petition. Cancer is one of those painful diseases that kill our people. Every day, we live with our families who are suffering from cancer and sometimes it is difficult for these people to access treatment because they do not have the finances. We know that the top hospitals which are well equipped are very expensive for people to afford. It is important that the national Government invests in the cancer centre at the Kenyatta National Hospital. We do not have enough human resource to man the machines in most of our hospitals. For instance, ... view
  • 13 May 2015 in Senate: Mr. Speaker, Sir, as the Speaker of this Senate, you would not like to hear that a Senator has been asked to report to a police station and yet you have no knowledge about what the Senator said. You should know whether the summons arise out of the utterances in this House. We know that we enjoy parliamentary privileges. Therefore, in my view, whoever arrested Sen. (Prof.) Lonyangapuo breached parliamentary privileges. The person should be arrested. We should also know who gave the order and whether it is the Inspector-General of Police. For the policemen to walk into the precincts ... view
