Mr. Speaker, Sir, as the Speaker of this Senate, you would not like to hear that a Senator has been asked to report to a police station and yet you have no knowledge about what the Senator said. You should know whether the summons arise out of the utterances in this House. We know that we enjoy parliamentary privileges. Therefore, in my view, whoever arrested Sen. Thank you, Madam Temporary Speaker. I would like to congratulate the Senate Majority Leader for bringing this Bill to the House, which seeks to protect the interests of the Kenyan citizens. When you look at, for instance, the hiring of staff, sometimes it is done discriminatively. At one time, there was a case where a young man with a Masters and CPA III went for an interview. Mr. Temporary Chairman, I want to comment on No. 3 which states; “The County Committee shall not grant a licence for the sale of an alcoholic drink to be consumed on the premises unless the applicant has taken measures to sound-proof the premises.” Mr. Temporary Chairman, the bar owners need to be given adequate time to put the sound-proof. Mr. Temporary Chairperson, Sir, I would like to talk about 3 (a) where the bar owner is supposed to specify the maximum number of people to be admitted in the premises at any given time. It is difficult to count people because when you are a bar owner running a bar, people keep coming in and out. This is going to be a challenge to the bar owners.

Thank you, Mr. Speaker, Sir. The delay in implementing the resolution is unacceptable. The Motion was passed in September 2013. Two years down the line, we are told that they have financial challenges. What are the families out there supposed to do? Last night, on television, there was a case in Eldoret where a family took their child to hospital and because wrong medication was applied. The child was injected on the head and it got infected. For over a year now, the child has not healed. There is pus coming from the head. The child’s life is under threat. ...

Mr. Speaker, Sir, on 24th February, 2015, I also requested for a statement from the Committee on Health concerning the Kenya Medical Practitioners and Dentists Board. A Motion had been passed in this House for the state organ to devolve and open offices in counties. However, this has not been done to date. Owing to their inaction, we have continued to have people in the counties being mistreated because of misdiagnosis by doctors.
