  • 19 Mar 2015 in Senate: Thank you, Mr. Speaker, Sir. I would also like to add my voice to the documents laid on the Floor of the House by the Chairman of the Committee on Finance, Commerce and Budget and also congratulate my Committee for what they have done. The matter of ceilings was brought to our attention in this House through the Chair because we had some counties which have not been given their money and they had gone to court. Four counties went to court although 13 counties had not been given their full monies. They petitioned the court and the matter was ... view
  • 19 Mar 2015 in Senate: In our recommendations, we said that funds should now be disbursed directly to county assemblies. The complaint that is coming out is that the executive is denying them use of funds, thus, compromising delivery of services. view
  • 18 Mar 2015 in Senate: Thank you very much, Mr. Temporary Speaker, Sir, for giving me this chance to add my voice to this Bill which is very critical. It touches on the natural resources and benefit sharing. This Bill is very important because when you read Article 71(1)(a) and (b) of the Constitution, it touches on the agreements relating to natural resources and legislation. It is Parliament that needs to put legislation in place so that we protect our people in the counties which we represent. I want to appreciate the efforts of The electronic version of the Senate Hansard Report is for information ... view
  • 11 Mar 2015 in Senate: Thank you Mr. Speaker, Sir. I also want to thank you for that communication. The Senate under Article 96 has its mandate as oversight and legislation and allocation of money to the counties. That being our function, we must also be able to oversee how those funds are being used. As I speak, so many counties are having problems because of financial malpractices. Today some MCAs from Kisumu County were having misunderstandings because they think that money is being misappropriated. In the absence of audited accounts, it is very difficult for this House to be able to determine what the ... view

  • 24 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, I would like to also join my colleagues in commending Sen. (Prof.) Lonyangapuo for bringing this Bill to the Floor of this House. This Bill seeks to recognize the efforts of police reservists in maintaining security, law and order. We are aware that police reservists play a key role in our country because they complement the work of the police. They also protect life and property; they apprehend offenders, prevent crime and yet, they still work under volunteer terms, as stated in the original Act. The National Police Service (Amendment) Bill 2014, is good because it ... view
  • 26 Nov 2014 in Senate: Mr. Speaker, Sir, I also condemn the action of the people who are tweeting and targeting the life of Sen. Hassan. Senators in this House represent counties and their interests. When we have insecurity in counties, Senators have to come out and speak. This is because if we do not speak out for our people, then we shall be failing in our mandate. Cyber crime is a criminal act. • 19 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I would like to join my colleague Senators and my family in sending condolences to the family of our distinguished Senator Kajwang, who departed to be with the Lord last night. I must say that this has come as a shock. I am saddened. This morning when I woke up, I could not reconcile myself with his death. Therefore, I proceeded to the Lee Funeral Home to see his body so that I could believe that he had really died. The late Sen. Kajwang is one politician who was very vibrant. He was a ... view
  • 13 Nov 2014 in Senate: Thank you, Mr. Speaker, Sir. I would like to add my voice to this very important Motion which has been brought to the Floor of the House by the Senate Majority Leader. That is a commendable job because this Senate has been working under difficulties, starting from last year when the Division of Revenue Bill was deliberated on by the National Assembly and it bypassed us. It was then sent for assent without our input. This led to us going to the Supreme Court to seek an advisory opinion. It was costly for both Houses of Parliament. The advice was ... view
