30 Oct 2014 in Senate:
Mr. Temporary Speaker, Sir, this Bill seeks to establish a legal framework so that we can engage with the counties and the national Government concerning persons living with disabilities who are actually a forgotten society. I wish to thank Sen. Njoroge for being so thoughtful about our friends out there and for bringing up this Bill to the Senate so that we can enact it into law. However, the problem that we have is implementation. That needs to be followed up because it is a good Bill. We are going to touch the lives of many people out there. Working ...

Thank you, Mr. Temporary Speaker, Sir. I also rise to thank Sen. Moses Wetangula for bringing this Motion, so that the Senate can join the other Kenyans in mourning our distinguished author who departed on 13th October, 2014. Mr. Temporary Speaker, Sir, Prof. Ali Mazrui was a distinguished scholar. He was well known in the field of academia and has done a lot. He received many awards and was a talented person. I never met him in person, but from the accolades that I have heard on the Floor, he was a good man. He has left a lasting legacy ...

Mr. Speaker, Sir, I would like to thank the Chairperson of the Standing Committee on Labour and Social Welfare for the submission of the Statement on the Floor of this House. When I look at his responses, particularly the second one, the ratio they are using is 30 per cent and 70 per cent, respectively. It means that 30 per cent of the potential beneficiaries are distributed equally in 290 constituencies while the 70 per cent is distributed on the basis of poverty index. If this is the ratio they are using, I would expect counties like Turkana and other ...

Mr. Speaker, Sir, if at the moment they are catering for 700,000 old people, what about the remaining 700,000? According to the Constitution, Article 57, it is the responsibility of the national Government to look after the aged people.

Thank you, Mr. Temporary Speaker, Sir. I am equally concerned about what is happening in Isiolo, Makueni and many counties. I think there is something terribly wrong. It appears as if someone is encroaching on the mandate of the Senate which is well defined as per the Constitution. You will find that when we pass Motions in this House, they are not taken seriously. Why does this happen? First, we had the Wambora case. Wambora was impeached based on the Motion which was started by the county assembly. He went to court and the court listened to him without summoning ...

Thank you, Mr. Temporary Speaker, Sir. I rise to support this Motion which has been moved by Sen. Elizabeth Ongoro. This is a very important Motion as it touches on our children who are underage and who happen to get pregnant. Why do our children get pregnant when they are young? This could be because of the surrounding environment. This depends on how a child was raised. Some of them are from very poor backgrounds. Their parents are very poor. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can ...

Thank you, Mr. Speaker, Sir. I stand to request for a statement from the Chairperson of the Senate Committee on Health. Pursuant to Standing Order 43(2)(c), I wish to request for a statement from the Chairperson of the Senate Committee on Health concerning the ongoing drugs shortage at county hospitals. The statement should explain; (i) the technicalities that have led to the shortage of drugs when counties have already received their allocation of funds. (ii) why the drug shortage is still persistent when devolution is meant to address such problems; even when the Bill of Rights grants each Kenyan the ...

Mr. Speaker, Sir, I would like to thank you for giving me this chance to add my voice to the report and the interest that the Chair of the Agricultural Committee has shown in the tea sector. I also extent the same to Sen. (Prof.) Lesan for organizing the conference that is coming up. I must say that tea has been a big contributor to our economy in the past few years. I would be interested to know by statistics how much it has dropped. It used to contribute a lot in terms of foreign exchange. Other contributors are coffee ...

I just want to say that I am very grateful for what they have done. I would also like to see more Senators attending this conference because it is very important. It affects very many tea zones in our counties. Therefore, many Senators should attend including those who do not come from tea growing zones.
