6 Jun 2018 in National Assembly:
particular emphasis on food, security, universal health care, manufacturing and affordable housing. Looking at that Budget, we are still seeing gaps in terms of real budget allocations marked specifically for projects that will ensure that we achieve the Big Four Agenda. So going forward, we are hoping that we can have very clear budgetary allocations as was proposed by the Budget and Appropriations Committee, that aimed at ensuring that we achieve the Big Four Agenda so that we do not lump it together with the rest of the Budget. There is also a very important proposal that was made by ...

3 May 2018 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to that of my colleagues’ in support of this Bill. Let me begin by thanking the BAC under the able leadership of the Chairman, Hon. Ichung’wah, and the entire membership for a job well done. We have been told that the reason the Supplementary Budget is coming this time is to take care of the shortfall that has been occasioned by low revenue collection by KRA. We also have issues of Collective Bargaining Agreements (CBAs). We have had job evaluations in the Civil Service and, ...

3 May 2018 in National Assembly:
We want to get to the bottom of this issue. Even as we do that, may I urge the Departmental Committee on Lands in the Senate not to spend precious time duplicating the efforts of this House. They have more work to do with what is happening in counties across the country. There are 47 counties that need to be looked into, their spending and land issues need to be looked into instead of focusing on a matter that is already before the National Assembly. They should not dwell on a matter that is with the Departmental Committee on Lands. ...

3 May 2018 in National Assembly:
compromised but we are ready to spend a lot of money on Recurrent Expenditure? We have seen this weakness not just at the national Government but also at the county government where you find a lot of the money is going towards Recurrent Expenditure. Kenyans want to see more development. Right now, many roads are totally destroyed because of the heavy rains. We need more money for roads so that we take care of all these infrastructural challenges that have been occasioned by the heavy rains. So, I hope, going forward, that we will see real efforts in terms of ...

26 Apr 2018 in National Assembly:
Thank you, Hon. Temporary Deputy Chairman. It is important that we do not legislate in vain. It is also important that we all know that the rights that enshrined in our Constitution are inalienable. In other words, they cannot be taken away from you by anybody or any institution or any Government. So, this particular House cannot be the one taking away the rights as enshrined in the Constitution. I think this particular clause that the Chairman is proposing is open to abuse by authorities. Each one of us should put ourselves in the shoes of the ones being searched ...

26 Apr 2018 in National Assembly:
Hon. Temporary Deputy Chairman, allow me to support this amendment. One of the biggest challenges we have in this country when it comes to cybercrimes is our being able to prevent, detect and mitigate cybercrimes before they happen. We always have to deal with it after the fact. This particular new role is critical going forward. I support the amendment.

26 Apr 2018 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion and congratulate the Mover, Hon. Alfred Keter. It has been a very tough time for Kenya to watch Kenyans die due to floods, to watch little being done in terms of mitigation and to see that as Government, we are reacting other than being proactive in protecting our people. Obviously, the Metrological Department has a role in ensuring that they give a clear picture of what to expect. They said that we would have heavy rains in parts of this country. In most parts of this country the ...

25 Apr 2018 in National Assembly:
Hon. Deputy Speaker, I just want to say that I also felt for the Deputy Governor. Like the Leader of the Majority Party, I felt that he should have fought back, because that is what a man does, especially when you know your family is at stake, your leadership is at stake. You fight back. If I were the one, I would have fought back. The question I ask as a woman is: If it was a woman who was the Deputy Governor, would this narrative be the way it is? Certainly not. That is to show you the double ...
