  • 24 Apr 2018 in National Assembly: Hon. Temporary Deputy Chairman, I think it is important that we all realise that we are dealing with power, energy, and this in itself is a security issue. It cannot just be looked at as an economic issue. So, you cannot say that, “the authority shall”. You are not leaving them any room to determine whether it is the right thing to do. More importantly, I want to take Hon. Nassir to Clause 168 of the same Bill. Paragraph (d) says it shall be the duty of a distribution licensee to provide non-discriminatory open access to its distribution system for ... view
  • 24 Apr 2018 in National Assembly: compliance with such minimum requirements of the distribution licensee. So, we are not saying that if, for example, a certain distributor or a licensee of a distribution line cannot provide access for that distribution to a private energy generator, they can access it. We are not leaving without a solution. So, I would like to beg the Member to please reconsider his position, because clauses 145 and 147 as provided for right now take care of your concerns. Clause 168(d) even goes further to take care of his concerns. Hon. Temporary Deputy Chairman, may I request that the Member withdraws ... view

  • 19 Apr 2018 in National Assembly: Hon. Chairman, I see it is very hard to self-regulate, self-audit or self-evaluate. It is better when it is done by the CS under the Ministry so that it is more objective, if you were to ask me. That might be what guided this amendment. It is not being done away with altogether. It is just being moved from the Authority to the CS. That makes sense, in my view. view
  • 19 Apr 2018 in National Assembly: Hon. Temporary Deputy Chairman, I am looking at the gist of this amendment by the Leader of the Majority Party. It is in relation to the chairperson of the board. He says one should hold the relevant academic and professional qualifications, including a university degree in any field relevant or related to irrigation, agriculture, finance, law or business. If you compare that with the Chairman’s amendment, which wants one who holds relevant academic and professional qualification, including a university degree or its equivalent in any field, you realize they are saying the same thing. I would be more comfortable with ... view
  • 19 Apr 2018 in National Assembly: Hon. Temporary Deputy Chairman, the Leader of the Majority Party’s proposal is broader than the Chairman’s amendment and it covers everybody. We know that in any transition, there is always the challenge of the staff of the organisation. They feel threatened or very unsure of where they stand. It also kills their morale. It is good for them to feel secure and taken care of. No one should victimise any members of staff who they are uncomfortable with. I also want to add my voice to that of Hon. Chris Wamalwa and request the Chairman to withdraw his proposal because ... view
  • 19 Apr 2018 in National Assembly: Hon. Chairman, I support that amendment by Hon. Kabinga. view

  • 18 Apr 2018 in National Assembly: Hon. Chairman, I stand to oppose the proposed amendment by Hon. T.J. Kajwang. You will agree with me that although we have officers with the same professional backgrounds in these institutions, we know that most of the board members need to be adequately trained in certain fields. If you asked me, I would say that accounting is key. We always have an audit sub-committee of the board that looks into the accounts of the institution. So, I propose that we go by the Committee’s amendment. view
