  • 19 Aug 2014 in National Assembly: Hon. Speaker, I know that there are challenges. There are people who are asking: “How would you measure emotional violence?” You do not have to be with a spouse The electronic version of the Official Hansard Report is for information purposesonly. • 19 Aug 2014 in National Assembly: who hits you physically. You can be with a spouse who totally harasses you emotionally. He could be one who hurls insults at you every day, makes you cry all night long, and makes you go to work feeling very unhappy. For me, that is emotional turmoil. It is emotional violence. It is only the victim who can express that feeling to the people she reports to. It cannot come from somebody else wanting to understand how you feel. It is only you who knows how you feel. So, I hope that on some of the proposals mentioned by hon. ... view
  • 19 Aug 2014 in National Assembly: finally have representatives of the people who take care of all the interests of those they represent in this House. I urge all hon. Members to continue supporting this Bill and make sure that we do not water it down so that it can be a Bill that protects everybody. That way we can be remembered for having made it possible, since 1999 when it first found its way to the Floor of this House. Let me also say that, indeed, we have challenges that people may not know. Governments spend a lot of money trying to deal with victims ... view
  • 30 Jul 2014 in National Assembly: Listening to the debate, it is very clear what the mood of the House is, and even if we continue for another two hours, we are clear. view

  • 3 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving the opportunity. I rise to support the Report and the amendments therein for the reason that it provides us with a forum where all of us, as the leadership at the county-level, can engage on development matters. For the last one-and-a-half years, we have had nothing that has been happening in the counties. There has been a lot of push and pull, especially between the various leaders at the county level. Part of the reason for that is the issue of people feeling that they are not being involved in the development ... view

  • 3 Jul 2014 in National Assembly: I really hope that the proposed boards will come in very soon, so that we can start sitting together. I am happy that we are no longer left at the whims of individuals to decide whether to convene or not to convene meetings of the entire leaderships of the counties. The Bill is very clear on how often we will meet, and who will constitute the committees. This will no longer be left for individuals to determine whether we can meet or not. I hope that as we sit, we can also start to think of how the leadership also ... view

  • 25 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I also rise to support this Motion and say that time is ticking and we need to really get down to business. We are seeing a lot of stalled projects across the country like roads, bridges and many other infrastructural projects that we need to get moving. So, I guess it is time to do it; the time is now. view
