  • 17 Apr 2013 in National Assembly: The experience we had in the Tenth Parliament is that sometimes Members would sit in this House to contribute to a Bill but due to the time available for sitting, many would leave having not spoken. So, extending the time from ten minutes to 20 minutes or 30 minutes would mean that in one sitting, only five to ten Members will be able to speak. We need to give every Member a chance to contribute to all the debates that will come to this House. view

  • 17 Apr 2013 in National Assembly: I also want to say that in ten minutes, if you plan your presentation well, you will be able to make much contribution. If you look at the HANSARD of the Tenth Parliament, you will find that the same hon. Mbadi spoke very many times, and he spoke sense. So, I believe that he will still speak sense within ten minutes. Thirty minutes is so long. view

  • 19 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill and, of course, raise the concerns that many of my colleagues raised earlier on. I think it will be a big mistake to completely ignore the role of a Member of Parliament in terms of ensuring that they are really part and parcel of running the Committee and even determining through a democratic process how this Committee is formed. Members of Parliament are politicians. It will be wrong to let a Cabinet Secretary from Nairobi come to the constituency to determine who should be in that committee. Woe unto ... view
  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion and say that it is a Motion whose time has come. We should have passed it like yesterday. I really want to thank Dr. Bonny Khalwale for bringing this Motion. We urge Mr. Kigen and Mr. Kiuna, as has been mentioned by an hon. Member earlier; we really need to make sure we approach this matter in a very sober way. We realize that elections are around the corner and we must do whatever it takes to protect peace and tranquillity in this country. Finally, I really want to urge ... view
