21 Nov 2012 in National Assembly:
Mr. Speaker, Sir, I would like the Minister to tell the House who planned this operation and what his or her state of mind was. Are they normal people to send people to Suguta Valley? We would like to know.

11 Oct 2012 in National Assembly:
Madam Temporary Deputy Speaker, when the Assistant Minister comes to answer this Question, I want him to consider this example that most of my colleagues have given. Mr. Nyachae earns Kshs1,244,960,000 and he is provided with official transport which is not quantified. So, could he also quantify how much the official transport cost? That is because he is provided with a car, a driver and fuel. How much is that? What is the computation at the end of the contract? If the contract is for three years, how much will they have been paid? Could he indicate that with regard ...

3 Oct 2012 in National Assembly:
Mr. Deputy Speaker, Sir, this is a very vital Commission to some of us who really need peace in this country. I do understand the reasons why my colleagues are opposing this, it is because we have extended the Commission’s term several times and they have been fighting. But now they are at the final stage of preparing their report. So, with that, I plead with my fellow hon. Members, let us extend for the final time, they clear their report, it comes to the House and we adopt it. So, I support.

26 Sep 2012 in National Assembly:
Thank you, Madam Temporary Deputy Speaker, for allowing me to contribute in support of this Motion. In so doing, I would like to express my shock that an officer can be harrassed in the course of her duties and nobody takes action. This is equivalent to really harrassing the Head of State and getting away with it and it must be condemned without any reservations. This is really primitive and we must now begin to address the conduct of officers. If officers, instead of rendering service to the nation are-- - Something ought to be done and particularly in Nakuru ...

26 Sep 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I stand also to support the extension of the Commission term by one year. I say so because in the first one year, they were establishing their offices and maybe they spent about one-and -half years. So, essentially, they have been working for only one year. I think right now they have known what is expected of them. I would like to urge them that as we extend their mandate which I think we should even have extended by three years because virtually, the first one year will end when the new Parliament will be ...

20 Sep 2012 in National Assembly:
On a point of order, Mr. Temporary Deputy Chairman, Sir. I just want to request the Minister if she could give us some explanations, so that if we oppose, we will be opposing on the facts that she has given us. She should not jump to my amendment before even moving her own amendments. I think it would be better if she

20 Sep 2012 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 4 be amended in sub-clause (2) by inserting the following paragraph– (k) Three representatives with knowledge of marketing, production, and distribution of breast milk substitutes” nominated by Kenya Association of Manufacturers. Mr. Temporary Deputy Speaker, Sir, this is a national committee which has been formed. The people who will sit in that committee have been explained from parts “a” down to “j”. There are other players in the industry and I have mentioned Kenya Association of Manufacturers. This is because if you see the objective of the Bill, under ...

20 Sep 2012 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, if you look at my amendment, which is more or less the same as the one proposed by the Committee, I am not deleting anything. Instead, I have said that a health worker or a proprietor shall not accept a gift as an inducement from a manufacturer or a distributor. Mr. Temporary Deputy Chairman, Sir, I am saying this to reinforce what has been said by Dr. Eseli. Section 10(2) of the code of regulation by Kenya Bureau of Standards says:- “No facility of a healthcare system shall be used for the purpose of promoting ...
