  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, I just want to make it clear that the REA came into force last year. So, we have not had any problem with rural electrification transformers. The problem is within the KPLC where we have vandalism. It is a national issue and we have changed the designs. Right now, we are installing transformers in safe places unlike before when they were stolen because they were installed in bushy areas. We are now giving power to people who allow transformers to be installed in their plots. It is a tricky issue and I want to call upon everybody ... view
  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, I would like to inform the hon. Member what used to happen previously. Let us take the example of Kapset project. Our designers used to design the projects direct to point “A”, leaving out all the public utilities along the line. It cuts across all the constituencies. Under the Rural Electrification Programme (REP) Master Plan, we have now picked all the public utilities over which power lines pass. We will provide those public utilities with transformers in the current financial year, so that they can have electricity. view

  • 18 Nov 2009 in National Assembly: asked the Minister for Roads what plans the Ministry has for rehabilitation of Muchorwe-Kamwaura-Sitoito-Kamore Road (E261) and the road from County Council to Chepsir (D315). view
  • 18 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, the answer given by the Minister, to say the list, is far from satisfactory. These are roads which are over 60 kilometres. They are the main arterial roads within the constituency, and they serve a high production area in terms of food and security. The answer given is really not satisfactory. view
  • 18 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, is the M minister going to provide funds rather than advice? view
  • 18 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, these roads have not been done for the last 20 years. They used to be maintained by the Ministry. Could the Minister give a firm commitment that funds will be allocated to these particular roads because the Roads Maintenance Levy Funds are not sufficient at all? We require about Kshs60 million for these roads. view
  • 15 Sep 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. You remember on Thursday before Parliament adjourned, these are some of the issues I raised as being very fundamental. Now that the annexes have been Tabled, do you think we are going to make our contributions on an informed position? We are supposed to read from Annex I to Annex VII, yet we are expected to debate this Report in the next half an hour. I am seeking your clarification. view
  • 15 Sep 2009 in National Assembly: Thank you, Mr. Speaker, Sir. As I said the last time I was contributing to this Motion, this Parliament must make laws or adopt Motions which are in conformity with the law. view
  • 10 Sep 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Could the hon. Member substantiate his statement? He has said that some people in this House were allocated land in the Mau Forest. Could he name them? view
