Thank you, Hon. Deputy Speaker. I support this County Allocation of Revenue Bill. It is unfortunate that most governors are elected as simple people, but the minute they take office, they become like demigods. Why would a governor refuse to pay a supplier? In counties like Machakos, the healthcare system has basically collapsed because they are unable to pay for the drugs they collect from KEMSA and even for cleaning services, yet they have the money. It happens across all counties. Most governors want to do mega projects for obvious reasons, which is personal gain. They do not want to ...

Thank you, Hon. Speaker. I came to this House in 2003 as a young man. I thank the people of Yatta for having elected me, not once, not twice but three times. In this term, they had faith in me and voted for me as a person. I am here as an independent Member of Parliament, representing and acting in the interest of the people of Yatta. From 2003 is a long time. I believe there are many young men who were in school that time and who have gone to university and have worked and can take care from ...

them is former commissioner Oloo Aringo. Hon. Angwenyi was also a member of the Parliamentary Service Commission. They ensured every Member of Parliament was facilitated. Another Member of Parliament we must remember and recognise his role is none other than Eng. Karue, the father of CDF.

Because we do not have much time, this 12th Parliament had its challenges. We have not been able to pass laws that can reduce the cost of living. One of the lowest moments, this House passed a law introducing Value Added Tax on fuel. That was the lowest moment. Today I listened to one of the FM radio stations and strangely calls were about Members of Parliament from western Kenya. By the time I got to Parliament, going by the number of calls on the radio station, 90 per cent of Members from that region had gone home. I want ...

Thank you, Hon. Temporary Deputy Speaker. As I support this Report by the Committee on Delegated Legislation, I want to share my experience. The scrap metal dealers industry is a very crucial sector in this country. My personal experience within my constituency and even within the county is that this is one of the hated sector. Why? It ceased being scrap metal trade. It moved to metal trade. Unscrupulous people will go and remove windows from schools, gates from churches and fences. Even in my farm, they uprooted greenhouses at night. The bitterness in the residents of Yatta and Machakos ...

Thank you, Hon. Speaker. To avoid this business of chairmen of committees being referred to as messengers, this House needs to look at its Standing Orders and see how Cabinet Secretaries (CSs) can come to the House and respond to Questions and Statements. You have been in this House for many years. Before, when answers were not sufficient, the Speaker could sanction the Ministry and say that there will be no business that will be transacted until a satisfactory answer is given. So, as the House comes to its tail-end, those who are responsible for looking at the Standing Orders ...

Hon. Temporary Deputy Speaker, I agree with the previous speaker. I think this is a very wrong approach. The key business of this House is to legislate. What we are saying here is that let us have a dispensary. The next time we will want to make it a Level 3 or 4 hospital. It is a totally wrong approach. We have enough facilities. The private sector has done well in healthcare. We already have an insurance cover. It is one thing to ask the healthcare providers to come and lease a space within Parliament and provide their services. It ...

I really strongly encourage the PSC to rethink. Even if this was to be approved, I think PSC needs to know this Parliament needs money to support Members of Parliament to provide services and do what they are supposed to do as Members of Parliament. I am not saying they have not done, but there is more to be done as opposed to this. There is no way you can compete with Aga Khan or the Nairobi West Hospital. Those are the experts. We are experts in making law. Let us stick to our line and let the medical fraternity ...
