(a) Is the Minister aware that Munina Dam, which was constructed with funds from the donor community is about to burst? (b) What action is he taking to ensure that the dam is not destroyed? (c) What measures is the Minister taking to ensure that projects funded by the donor community are carried out properly and to acceptable standards? view

They want to answer Questions at their convenient time. I have no objection to the Minister's request, but I would like to appeal to the Chair to insist that Ministers should take the issue of answering Questions seriously. view
• 27 Apr 2006 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether he is aware that two permanent rivers, namely Athi and Thika Rivers, serve a big part of Yatta Constituency; (b) whether he is further aware that these two rivers offer immense potential for canals that can be used for small-scale irrigation schemes; and, (c) whether he could consider initiating small scale irrigation schemes for poverty reduction along the two rivers. view
• 27 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, Yatta is among constituencies hard hit by famine because of continued failure of rains. The project, which is known as Yatta Canal, was done by the colonial government. The proposed Kayatta and Kabaa Irrigation Schemes are in Mwala and Kangundo respectively. My interest is my constituency. When is the Government going to start implementing irrigation projects in my constituency and other drought-prone areas with potential for irrigation? view
• 27 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, my concern is that when it comes to relief food the Government spends over Kshs10 billion on it, but when it comes to irrigation in Machakos District in general, it hardly spends over Kshs100 million. My question is, what we can do to alleviate the persistent famine problem? Could the Assistant Minister consider starting irrigation projects in Yatta Constituency in the next financial year. view

Since the Vice-President and Minister for Home Affairs is the only one who keeps time, would it be in order for him to be availed copies of all answers to Questions so that in case a Minister is absent, he can actually respond? view
• 20 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, yesterday, the Assistant Minister promised that a school with a similar problem in my constituency would receive money on the same day. However, when I called that school to verify his promise, I was told that no money was received. I told the Assistant Minister that another school which was promised some money last year has not received that money to date. The complaints from the District Education Officers (DEOs) is that, whenever they forward their complaints to the Ministry headquarters, nothing seems to happen. What is the Assistant Minister doing with respect to those cases? view
