  • 30 Oct 2013 in National Assembly: rightly said, you are in the Liaison Committee and it is the right time this House and the leadership of this House cracked the whip on these Chairs. We can come here on Wednesday morning to get answers and we do not get them. I do not know what these people did when we came to Parliament, so that we gave them those positions. Either they were good at canvassing for votes or parties were whipped to vote for them; but we are realizing that many of them are not equal to the task. One, you can order that those ... view

  • 30 Oct 2013 in National Assembly: Thank you very much Deputy Speaker, for giving me this chance to contribute to this very important Motion. I also wish to thank hon. Sunjeev for bringing it to the Floor of the House. The Motion actually speaks for itself. A lot of water goes to waste in this country during the rainy season. Year in, year out we have farms, houses being washed away, and the Government in its wisdom or lack of it, has never thought of constructing water dams which should be able to tap this water for use during the dry season. I, therefore stand to ... view

  • 15 Oct 2013 in National Assembly: Thank you, hon. Speaker. I am just seeking guidance and direction from the Chair because I have heard certain hon. Members advising you to write to the Cabinet Secretary. I am aware that there is what we call “separation of powers” between the Executive, Judiciary and the Legislature. So where does the Speaker come in to write to Ministries advising the Cabinet Secretaries, as and when to attend Parliamentary Committee meetings? I would imagine that they are all represented by the Attorney General who should advise them. If they do not turn up, it is up to the Committees to ... view
  • 15 Oct 2013 in National Assembly: Therefore, I am just seeking the Chair’s guidance on whether it is in order for Parliament and indeed, the Speaker of the National Assembly to write to the Cabinet Secretaries when the Constitution and the Standing Orders are very clear as to what we should do, and what should happen, if they do not turn up. Thank you. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 3 Oct 2013 in National Assembly: Hon. Deputy Speaker, my point of order is whether the Member is actually in order to seek to guide the Departmental Committee on Education, Science and Technology. He does not sit in that Committee. I have done about six months in this august House. I have seen various reports and I do not think there is any standard way of writing reports. If he is in any doubt or if he does not think that we did a good job, let us discuss the report itself but he should not seek to guide that Committee on how to do its ... view

  • 2 Oct 2013 in National Assembly: Sorry, hon. Deputy Speaker. About two weeks ago or thereabout, your colleague the Speaker ruled that this Statement belongs to the House. Even if the person who asked for it is not in the House, the Statement should be read because it actually belongs to all us. view
