  • 25 Sep 2013 in National Assembly: Hon. Deputy Speaker, I very much appreciate what hon. Kaluma is saying, but we must appreciate that this is the National Assembly and we are here to make regulations. We can even amend the Constitution. The basic thing, or the bottom line is that Kenyans are dying senselessly. There is what I would call insecurity. So, when we say that it is unconstitutional, I do not believe that, that is factual. We are here to safeguard the lives of Kenyans. We can amend that Constitution to fit into what we want. I urge you to rule him out of order. view
  • 18 Sep 2013 in National Assembly: Thank you hon. Speaker, Sir, for giving me this chance to contribute to this timely Bill. We all know that in the late 1990s, a lot of our banks were going under because of financial mismanagement and what an investor could only get from those banks was, out of Kshs100,000 you could get Kshs1000. So, I want to support this Bill because it guarantees a depositor his money. That once you deposit your money in the bank, when that bank collapses, you will be paid your money and the entire savings. We must also thank the current management of Central ... view
  • 18 Sep 2013 in National Assembly: Thank you very much hon. Temporary Deputy Speaker. I stand to support that amendment that has been proposed by the hon. Member. We know that there is what we call the human-wildlife conflict; I am certain that the entire amendment that has been proposed will take care of that conflict. I especially refer again to my small constituency, Mbeere North. We have a lot of crocodiles chasing around our women as they fetch water. They chase away young children. I am certain that whatever amount they get paid under the current Act is actually an insult to the bereaved families ... view
  • 6 Aug 2013 in National Assembly: Thank you, hon. Temporary Deputy Chairman. Indeed, the Mover of this Bill by his first statement, this is a defeatist kind of way. Is it that they knew from the beginning that they could not surmount the numbers? Is he really in order to put us through an academic exercise? view
  • 24 Jul 2013 in National Assembly: Hon. Deputy Speaker, mine was just a clarification about the report that was laid on the Table by the Leader of Majority Party. He said that the same should be posted on the website of Parliament. I have just realised that many Members of this House are of the analogue age. Will they be able to follow the debate? view
  • 24 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I am also a member of the Committee on Education, Research and Technology. I wish to support this Report by the Committee. The two candidates appeared before us. They are people who are well read. They have served in the Ministry, especially Dr. Gichura, who has risen through the ranks from the position of an education officer to a Director of Education. Ms. Saadia was a P1 school teacher and now she is pursuing her Masters Degree. view
  • 17 Jul 2013 in National Assembly: On a point of order, hon. Speaker. As somebody said, this is the National Assembly, and a lot of things come to light in this Assembly. Is hon. (Ms) Mathenge in order to say that she was coerced to assent to the Bill? Had the President delegated the work of assenting to the Bill to her? Is she in order? view
  • 10 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Motion by hon. Kajuju, which basically seeks to establish an ad hoc Committee to come up with legislation to regulate the miraa industry. From the onset, I want to say that quite a number of people have demonized view

  • 10 Jul 2013 in National Assembly: or khat, but in Mbeere North, Mbeere South and Meru in general, miraa is grown view
