Before I even start contributing to this Bill, I would like to congratulate and say thank you to Dr. Zani. This Bill should have come the morning after we passed the Constitution in 2010. If you look at what we have been experiencing in the counties in terms of revenue collection, some of those systems are a laughing matter. You will find a lot of receipts undergoing carbon decay.
