Thank you, Hon. Deputy Speaker, for the opportunity given. Let me congratulate the Committee for the good job it has done. Hon. Kathuri Mununga was very eloquent and articulate on it. I have realised that most of the villages in this country have never seen any other Government Fund, except the NG – CDF, which is given to the constituencies. I would like to laud His Excellency Mwai Kibaki for bringing up the issue of NG – CDF. Were it not for NG – CDF, most of the villages would have not seen anything from the Government. So, it is ...

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity. Before I even start contributing to this Bill, I would like to congratulate and say thank you to Dr. Zani. This Bill should have come the morning after we passed the Constitution in 2010. If you look at what we have been experiencing in the counties in terms of revenue collection, some of those systems are a laughing matter. You will find a lot of receipts undergoing carbon decay. There is no doubt this Bill is going to improve the efficiency of devolution in our country. To summarise the ...

Thank you, Hon. Temporary Deputy Speaker, for the earliest opportunity you have given me this evening to strongly support the Bill. The people of Mwingi West will support it 100 per cent. I will be very economical with the time bearing in mind that very many Members are queueing since the afternoon and they will still be queuing on Thursday. So, I will not waste the 15 minutes you have allocated me.
