I just want to point out to the Assistant Minister the way this Ministry has treated the people of lower Yatta, Mutomo and Ikutha which are the driest parts of Kitui. Honestly, we do not see any seriousness on this matter. He is talking about initial designs, the first designs which were done last year, the estimate was Kshs800 million.
