I appreciate he is new in the Ministry but, nevertheless, we came to Parliament in 2008. The designs were finished at a cost of Kshs800 million. What he is saying about the increased population is true. The scope was increased to cover Ikutha and Mutomo districts.   • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the issue of dams or pans being washed away, indeed, has been affecting the National Water Conservation and Pipeline Corporation. I have been to the Minister’s office over the issue of Kangunda and Malimule dams which were done in my constituency in the same period by the same corporation and they were washed away. The contractors were paid even before they completed the work. The Minister and the National Water Conservation and Pipeline Corporation gave a commitment that they were going to be done. Could she confirm that she is happy with the way the money was spent in view of the fact that the first project, Kwavonza Pipeline, which is a one and a half kilometer extension, the youths worked for only two weeks - they were 50 – and the money indicated as having been paid to them is Ksh2.8 million? However, the development authorities when they were established by the Government, they were meant to address development along certain river basins. The one I am asking about was supposed to do development along River Athi. The Assistant Minister has said they have done five water pans, what at an average of Kshs3 million comes to Kshs15 million for the last 36 years. Is he convinced that they have done enough for those 36 years to develop the River Athi basin? view
  • 27 Oct 2010 in National Assembly: In view of what the Assistant Minister has said and given the fact that TARDA has been getting substantial funding from the Exchequer and nothing much has gone to the river basin, the reason for this for the constituencies which are served by the Athi, which are about eight including mine, is because the appointment of directors to TARDA has not taken care of regional interests. Currently, we have only one director who was appointed the other day. What is the Ministry doing to ensure that stakeholders’ interests are taken care of in terms of appointing the board of directors? view
